RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
EXPRESSING APPRECIATION TO ANNETTE BIALSON
FOR OUTSTANDING PUBLIC SERVICE
AS A MEMBER OF THE PLANNING AND TRANSPORTATION COMMISSION
WHEREAS, Annette Bialson has served the City of Palo Alto as a
member of the Planning and Transportation Commission for nine years
from April 1997 to July 2006; whereupon she served as Chair for 2
years from September 2000 through July 2001 and again from
September 2002 through July 2003, and served as Vice-Chair from
September 1999 through August 2000; and
WHEREAS, Annette Bialson has been an active member of the
Planning and Transportation Commission by providing insightful
input and analysis of special projects including the Zoning
Ordinance Update; assisted in reviewing the Comprehensive Plan and
Housing Element Updates; assisted in reviewing the South of Forest
Area Coordinated Area Plan Phase 2 in 2002; and assisted in
reviewing the Stanford Soccer Fields proj ect; and the Stanford
Research Park Development Agreement in 2004; and
WHEREAS, Annette Bialson served as a committee member of the
Citizens Advisory Committee, as a committee member for the Traffic
Calming projects, as a committee member on the EI Camino Real Study
Committee, and as a committee member for the Zoning Ordinance

Update Parking Subcommittee, and
WHEREAS, Annette Bialson has been passionate about identifying
and analyzing the issues presented before the Commission by hearing
the views of all stakeholders and providing a clear and concise
recommendation, advisory opinion to the Council: and
WHEREAS, Annette Bialson has always identified, articulated
and clarified the essential issues of a project, which has resulted
in the Commission being able to effectively address the issues and
develop viable solutions to problems: and
WHEREAS, Annette Bialson has unselfishly contributed her legal
expertise, planning, economic and urban design knowledge, offered
her understanding of Palo Alto issues, shared her optimism on the
opportunities for Palo Alto and provided expertise in aesthetics,
design and economics; as well as contributed to issues such as
environmental protection, affordable housing, alternative
transportation, child care and new urbanist development; and
WHEREAS, Annette Bialson's significant personal contributions
have been made in the interest of guiding the development of the
community while striving to maintain high quality design standards;
and

WHEREAS, Annette Bialson has moved on to new challenges and
opportunities; and
WHEREAS, the City of Palo Alto wishes to acknowledge and thank
Annette Bialson for her personal commitment and pride in the
community, for her significant personal efforts and vision, and for
her substantial dedication as a member of the Planning and
Transportation Commission;
NOW, THEREFORE, LET IT BE RESOLVED that the Council of the
City of Palo Alto hereby gratefully records and extends its sincere
appreciation and the appreciation of the community to Annette
Bialson for her faithful and excellent service rendered to the
City.
