RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
EXPRESSING APPRECIATION TO RANDY BALDSCHUN UPON HIS RETIREMENT
WHEREAS, Randy Baldschun has demonstrated exemplary
dedication to the City of Palo Alto Utilities during his thirty
three years of service in the Utilities Department; and
WHEREAS, Randy Baldschun has earned the respect and
admiration of his fellow Utilities employees, City staff,
businesses, and residents as a result of his honesty, integrity,
innovative nature, and knowledge of the Municipal Utility business;
and
WHEREAS, Randy Baldschun has provided the City of Palo
Alto Utilities with honest and constructive feedback; and
WHEREAS, Randy Baldschun, has provided insightful
recommendations and contributions to the development of the
Utilities Strategic Plan; and
WHEREAS, Randy Baldschun has consistently provided
accurate and timely analysis of PUC rate decisions which include
interpretation of the decisions and possible ramifications of those
decisions to the citizens of Palo Alto; and
WHEREAS, Randy Baldschun has consistently monitored and
overseen accurate and necessary rate changes to the City of Palo
Alto ensuring consistent revenues to the gas utility and transfers
to the General Fund; and
WHEREAS, Randy Baldschun consistently demonstrates
compassion, understanding and empathy for his fellow co-workers and
always expects the best from others; and
WHEREAS, Randy Baldschun has provided legislative analysis
relative to the natural gas deregulation, and made knowledgeable and
appropriate recommendations; and
WHEREAS, Randy Baldschun has overseen Utility rate changes
since 1977 to the affect of $144.6 million in total increases and
$84.9 million in total decreases for the City of Palo Alto
customers; and
WHEREAS, Randy Baldschun has always provided the highest
level of service, fairness, and respect to his customers; and

WHEREAS, Randy Baldschun has been the historian and
institutional memory of the Utilities Department; and
WHEREAS, Randy Baldschun, through his tenure, is leaving
the Utilities Department a smarter, stronger, and better place than
when he arrived; and
WHEREAS, Randy Baldschun consistently provides his advice
and feedback to the Director of Utilities with a healthy dose of
humor and a pleasant smile.
NOW, THEREFORE, LET IT BE RESOLVED, that the Palo Alto
City Council do hereby commend the outstanding public service of
Randy Baldschun and records its appreciation as well as the
appreciation of the citizens of this community for the service and
contributions rendered.
