RESOLUTION OF THE COUNCIL OF THE CITY OF
PALO ALTO DECLARING THE RESULTS OF THE
CONSOLIDATED SPECIAL ELECTION HELD ON
TUESDAY, NOVEMBER 7, 2000
WHEREAS, on November 7, 2000, a special election was consolidated with the
statewide general election and duly held in the City of Palo Alto pursuant to the provisions of
Article IX, Section 1 of the Charter of the City of Palo Alto for the purpose of submitting
Measure J to the voters of the City, in the form set forth below:~
by law; and
CITY OF PALO ALTO MEASURE J
Shall Article III, Section 22 of the Charter of the City of Palo Alto
be amended to permit the City Council to implement the City's
Comprehensive Plan by granting the Planning and Transportation
Commission final decision making authority on specified matters;
and to permit the City Council to update the City's planning and
zoning laws by amending or repealing Initiative Ordinance No.
2090, which was effective July 23, 1962?

WHEREAS, due and legal notice of the special election was given as required
WHEREAS, on the 7th day ofNovember 2000, at 7:00a.m., the polls were duly
and regularly opened for the statewide general and special elections and the polls were
continuously kept open until 8:00p.m.; and
WHEREAS, the Registrar of Voters of Santa Clara County has conducted a
complete and official canvass of the returns of the elections; and
WHEREAS, Article III, Section 4 of the Charter of the City of Palo Alto
requires the Council to act as the canvassing board to canvass the results of such elections; and
WHEREAS, on December 18, 2000, the Council of the City of Palo Alto met at
its usual place of meeting, canvassed the returns of the special election and declared the results
thereof;

NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as
follows:
SECTION 1. The Council finds and declares that:
(a) A special election consolidated with the statewide general election was
duly and regularly held on November 7, 2000, according to the Charter of the City ofPalo Alto,
and the election laws of the State of California for the purpose of considering Measure l
(b) The total number of votes cast in the City at said Special Election, including
votes cast upon absentee ballots, was 23,635 on 30,087 ballots (77.2% turnout);
(c) The total number of votes given and cast for Measure J at said election,
including votes cast upon absentee ballots, was as follows:

NO 12.732
TOTAL 23,635
SECTION 3. Attached hereto as Exhibit "A" and incorporated herein by this
reference is the statement of the results as required by Section 10264 of the California Elections
Code.

I, Kathryn J. Ferguson, Registrar of Voters of the County of Santa Clara, State of
California, hereby declare that a GENERAL ELECTION was held in the CITY OF PALO
ALTO and consolidated with the Statewide General Election on November 7, 2000, for the
purpose of submitting Measure J to the voters of said city; and to wit:
J Shall Article Ill, Section 22 of the Charter of the City of Palo Alto be amended to
permit the City Council to implement the City's Comprehensive Plan by granting the
Planning and Transportation Commission final decision making authority on specified
matters?
That the results of said Election were canvassed by the Office of the Santa Clara
County Registrar of Voters in accordance with applicable provisions of the California
Elections Code; and,
That the Statement of Votes Cast, to which this Certificate is attached, shows the
total number of votes for and against Measure J in the CITY OF PALO ALTO, and each of
the respective precincts; and that the totals shown are true and correct.
