RESOLUTION NO. 8014
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO
ALTO ESTABLISHING PARKING SPACES FOR THE
USE BY ELECTRIC VEHICLES ONLY AT CITY PARKING
FACILITIES AND AUTHORIZING TOWING OF ALL OTHER
VEHICLES FROM SUCH SPACES
WHEREAS, pursuant to Vehicle Code section 22651 (n) and
Palo Alto Municipal Code Section 10.44.010, the City Council
may, by ordinance or resolution, prohibit parking in designated
areas and authorize removal of vehicles parked in violation of
such prohibition; and
WHEREAS,

WHEREAS, the City wishes to reserve the spaces equipped
for recharging of electric vehicles for the exclusive use of
electric vehicles in order to support the development and usage
of such vehicles; and,
WHEREAS, the City intends to authorize electric vehicles
to exclusively occupy such spaces while the vehicles are in the
process of recharging from the City-supplied electric power
recharging devices, and to authorize the towing of other
vehicles parked in such spaces;
NOW, THEREFORE, the Council of the City of Palo Alto
does RESOLVE as follows:
SECTION 1. Parking spaces located in City public parking
facilities that are equipped with recharging devices for
electric vehicles are hereby designated as "electric vehicle
recharging spaces" and their use limited to electric vehicles
while engaged in the process of recharging.
SECTION 2. For purposes of this resolution, "electric
vehicle" means a vehicle as defined in California Vehicle Code
section 670 which is propelled partially or exclusively by
electric batteries.

SECTION 3. It shall be a parking violation for the
operator of any motor vehicle other than an electric vehicle to
park in an electric vehicle recharging space. It shall also be
a parking violation for the operator of any electric vehicle to
park in an electric vehicle recharging space unless the electric
vehicle is in the process of recharging. The towing of vehicles
parked in violation of this resolution is authorized when a sign
giving notice of the authorization for removal has been posted.
SECTION 4. The Council finds that this project
constitutes a minor alteration to existing facilities and as
such is categorically exempt from environmental review under the
provisions of the California Environmental Quality Act ("CEQA").
