RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
EXPRESSING APPRECIATION TO JUNE FLEMING
UPON HER RETIREMENT
WHEREAS, June Fleming has provided 32 years of dedicated public
service to the City of Palo Alto; and
WHEREAS, June Fleming began working for the City in 1968 as the
Director of Libraries, was later promoted to Director of Social and
Community Services and Assistant City Manager, and became City Manager in
1992; and
WHEREAS, June Fleming's many accomplishments include
implementation of an award-winning Mission Driven Budget process that
allows residents to easily identify expenditures for City programs;
establishment of the City as an early leader in the use of the Internet
to inform the community about municipal services; opening of the
Development Center to simplify the permit process for both residents and
businesses; creation of a community teen center offering drop-in
activities for teenagers; and guidance of an excellent City st~ff; and
WHEREAS, June Fleming has also been a leader in several
regional efforts including establishment of the RED Team to address
shared public safety concerns with East Palo Alto and Menlo Park;
development of the San Francis qui to Creek Joint Powers Authority to
coordinate environmental and flood management; and close cooperation with
the Palo Alto Unified School District to enable joint use of athletic
fields and courts; and
WHEREAS, June Fleming's commitment to public service has
included being a member of the Palo Alto Rotary Club, First United
Methodist Church, and Delta Sigma Theta Sorority and serving on the
boards or advisory councils to several community-based organizations,
such as the Palo Alto American Red Cross, Castilleja School, and Young
Women's Christian Association (YWCA); and
WHEREAS, as a delegat~ to the YWCA National Conference, June
Fleming was instrumental in the adoption of the YWCA's Imperative to
Empower Women and to Eliminate Racism; and
WHEREAS, June Fleming was the first African-American woman to
be appointed as City Manager of a "full-service" California city; and
WHEREAS, June Fleming is retiring from the City of Palo Alto in
April 2000 and will move to Virginia to spend time with her family; and
WHEREAS, June Fleming has earned the respect and admiration of
the many people with whom she has associated and will be greatly missed
by all.
NOW, THEREFOR.f:!j; BE IT RESOLVED, that the Council of the City of
Palo Alto hereby gratefully records and extends its sincere appreciation
and the appreciation of the community to June Fleming for her faithful
and excellent service rendered to the City.
