RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
COMMENDING THE OUTSTANDING PUBLIC SERVICE
OF DICK ROSENBAUM AS MAYOR AND COUNCIL MEMBER
WHEREAS, Dick Rosenbaum was elected to the City Council of the
City of Palo Alto in 1971 and served until 1975; was again elected in
1991 and re-elected in 1995; and served in the distinguished role of
Mayor in 1998; and
WHEREAS, Dick Ro·senbaum served as a Member of the Finance
Committee from 1992-95, 1997, and 1999 and as Chairperson in 1995; and
served as Chairman of the Policy and Services Committee in 1996; and
WHEREAS, Dick Rosenbaum followed the traditions of Professors
Wing and Marx, who started the municipal utility system, and demonstrated
his longstanding commitment to Palo Alto 1 s City-owned utilities as
liaison to the Utilities Advisory Commission and the City 1 s
representative to and Chairman of the Northern California Power Agency;
and
WHEREAS, Dick Rosenbaum played an integral part in helping Palo
Alto make the transition into an era of deregulation and an outstanding
utility system which allows the residents of Palo Alto to receive power
at a rate much lower than that in surrounding communities; and
WHEREAS, Dick Rosenbaum, with great integrity, provided the
community with sound and systematic administration, fiscal
accountability, and civic responsibility; and
WHEREAS, Dick Rosenbaum never hesitated to bring up unpopular
issues and surprisingly gained Colleague support; and
WHEREAS, Dick Rosenbaum is known for his droll and off-handed
sense of humor.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of
Palo Alto hereby commends the outstanding public service of Dick
Rosenbaum and gratefully records its appreciation, as well as the
appreciation of the citizens of this community, for the meritorious
service rendered and contributions made during his term on the Council
