RESOLUTION NO. "6746 ·
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING THE MODIFICATION OF THE SQUIRE HOUSE FACADE TO
ALLOW FOR THE REPLACEMENT OF THE PROPERTY'S EXISTING GARAGE
WHEREAS, the City of Pa!o Alto (the •city") formerly owned
certain real prcpLrty, commonly known as 900 University Avenue in
Palo Alto, and more particularly described in Exhibit •A• to this
Resolution, which is attached hereto and incorporated herein by
~his reference (the •propP.rty•)1 and
WHEREAS, on April 11, 1977, the City conveyed the Property,
whereupon the house commonly known as the •squire House• is situ-
ated, by an agreement under which the City holds a perpetual
facade easement in the Property that includes certain covenants,
conditions and restrictions {the •Facade Easement·)~ and
WHEREAS, und~r the Facade Easement, the prior written
approval of the City is required before the current owner of the
Property may either do anything which would materially affect the
exterior appearance of the Squire House and the Property or con-
struct a new structure on the Property; and
WHEREAS, Mr .. Jeffrey Levin, the current O;,tner of the Prop-
erty, has submitted development plans to the Department of Plann-
ing and Community Environment to replace t~e existin9 garage on
the Property, which would materially affect the exterior appear-
ance of the Squire House and the Property and would constitute the
construction of a new structure on the Property, therefore requir-
ing the City's prior written approval of the project~ and
WHEREAS, under the City approval process established to
implement the Facade Easement, the Chief Building Official has
determined that the garage replacement is a major change to the
Property requiring approval of the City Council after review and
recommendation by the Palo Alto Historic Resources Board; and

WHEREAS, the Historic Resources Board, on July 14, 1988,
unanimously recommended approval of the plans for the proposed new
garage, and the Palo Al to Zoning Administrator, on November 15,
1988, issued a variance from the City's daylight plane require-
ments under the City's Zoning Ordinance for the new 9arage1
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION ·1: Application Num~er 88-HRB-15 of Mr. Jeffrey
Levin, to remove the Property's existing garage and r~place it
according to the design specified in the plans shown in Exhibit
"B" to this Resolution, which i~ attached hereto and incorporated
herein by this reference, is hereby approved.
SECTION 2: The City Council finds that the design of the
proposed new garage is compatible with the facade of the Squire
House and will preserve and maintain the Property and the Squire
House in a physical condition that resembles the Property's
original character as a single-family dwelling in a formal estate
setting.
SECTION 3. The City Council finds that the project to repla_c_e--~t~h-e---e~x~1stin9 garage on the Property is categorically
exempt from the requirements of the California Environmental
Quality Act.
