RESOLUTION NO. 6709
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING UTILITY RATE SCHEDULES R-1, R-1-FA, R-2, R-3 AND R-4
WHEREAS, the City Council has considered the need for an
increase in Refuse Collection Rate~1
NOW THEREFORE, the Counci 1 of the City of Palo Al to does
hereby RESOLVE as follows:
SECTION 1. Pursuant to Section 12. 20. 010 of the Palo Al to
Municipal Code, Schedules R-1, R-1-FA, R-2, R-3 and R-4 of the
Palo Alto Utilities Rates and Charges are amended to read as shown
on Sheets Nos. R-1-1, R-1-FA-l, and R-2-1, R-3-1, R-3-2, and
R-4-1, all dated effective August 1, 1988, attached hereto and
incorporated herein. The rates provided therein shall be effec-
tive as of the first billing cycle in August, 1988.
SECTION 2. This Council finds that the revenue derived from
the authorized adjustments of said collection rates shall be used
only for the purposes set forth in the Palo Al to City Charter,
Article VII, Section 2, entitled •Public Utilities Revenue•. The
adoption of this Resolution is, therefore, specifically exeropted
under the Public Resources Code Section 21080(b) from the require-
ments of CEQA.

APPLICABILITY:
This schedule applies to all refuse collection service.
TERRITORY:
Withfo the incorporated 1 imits of the City of Palo Alto and on land owned or
leased by the City, located in Service Area 2.
RATES:
SERVICE AREA 2:
Minimum Monthly Charge ....•.•.....•••.... $12.30
Minimun charge provides for the collection at refuse from two 32-gallvn
containers. one collection per week. Containers must be located within
150 feet of public street or road.
Each additional J2-ga11on container, per month ....... $ 4. 70
SPECIAL CONDITIONS:
1. The contractor will determine the charge for service where refuse
containers are located more than 150 feet from a public street or
road or for refuse which requires special handling.
2. The City Engineer will determine the charges when there is a
disagreement between the customer and contractor.
3. The rate includes a monthly charge of $.50 per dwelling for the
curbside collection of rubbish. The rubbish will be collected on the
same day as the collection of refuse.

APPLICABILITY:
COMMERCIAL REFUSE COLLECTION
UTILITY RATE SCHEDULE R-3
This schedule applies to commercial establishments and multi-unit apartment
dwellings using special refuse containers rented from the contractor.
TERRITORY:
Within the incorporated limits of the City of Palo Alto and on land owned or
leased by the City located in Service Area 1.
RATES:
The monthly charge for services not shown on the foliowing schedule of rates
will be determined by the contractor. In the event that the customer and
contractor cannot agree upon the charge, the City Engineer shall determine a
charge that he considers to be just and reasonable and the contractor, in
such event, shall provide the collection service at or below the charge
determined by the City Engineer. The charge will be based on the average
amount of refuse collected from the establishment in containers of 32-gallon
capacity.

APPLICABILITY:
fhis schedule applies to service rendered by the contractor upon specific
request of an owner or tenant of premises for the collection ot refuse that
could not be removed by the regular collection service because of the
quantity or quality of the refuse. Building materials and dirt are excluded
from this service.
TERRITORY:
Within the incorporated limits of the City of Palo Alto and land owned or
leased by the City of Palo Alto 1ocated in Service Area 1.

Rates for the special ~ollection of refuse in excess of five (5) cubic yards
will be established by the contractor.
Charges made under this schedule shall be added to the regular monthly
utilities bill of the person receiving the service and payment thereof will
be subject to Rule No. 6 and Rule No. 10 of the Utilities Rules and
Regulations.

The monthly charge to multi-unit apartment dwellings will be billed to the
owner. Minimllfl service to apartment dwellings must be equal to one (l)
thirty-two (32) gallon can per apartment per week.

dwellings as required by City ordinance.
TERRITORY:

Within the incorporated limits of the City of Palo Alto and on land owned or
leased by the City of Palo Alto located in Service Area 1.

The minimt111 charge is based upon the collection of refuse from two 32-gallon
standard containers.
The monthly charge for services not shown on the following schedule of rates
will be determined by the contractor. In the event that the customer and

*An occupied dwelling unit is defined as any home, apartment unit, cottage, flat,
duplex unit, having kitchen, bath, and sleeping faci1ities. and to which gas
or electric service is being rendered.
A $4.50 service charge will be made if a return call is necessary in order to
pick up containers previously missed by reason of locked gate, or other
reasons which prevented service.
