HomeMy WebLinkAboutRESO 6707ORIGINAL RESOLUTION NO. 6707 RESOLUTION OF THE COUNCIL OF THE CITY CF PALO ALTO AMENDING SCHEDULES E-1, E-2, F.-3 AND E-4 OF THE CITY OF PALO ALTO UTILITIES RATES AND CHARGES PERTAINING TO DOMESTIC, COMMERCIAL, CUSTOMER-OWNED GENERATION AND STREET AND HIGHWAY LIGHTING RATES The Council of the City of Palo Alto does RESOLVE as follows: SECTION l: Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, Schedules E-1 (Domestic Electric Service), E-2 (Commercial Ele·::tric Service), E-3 (Customer-Owned Generation) and E-4 (Street and Highway Lighting) of the Palo Alto Utilities Rates and Charges is hereby amended to read as shown on Sheets E-1-1, E-2-1, E-2-2, E-2-3, E-2-4, E-3-1, E-4-1, E-4-2, E-4-3, and E-4-4, respectively, attached hereto and incorporated herein: SECTION 2: This Council finds that the revenue derived from the authorized adjustments of said electric rates by the City Manager shall be used only for the purposes set forth in the Palo Alto City Charter, Article VII, Section 2, entitled •Public Utili- ties Revenue•. The adoption of this Resolution, is, therefore, specifically exempted under Public Reso~rces Code Section 2108n(b)(8) from ths requirements of CEQA. When the period of service covere6 by a customer's bill is partly in the summer period and partly in the winter period. the billing will be computed by prorat·:ng the total Kwh usage. Kw deman1 and the rates applicable thereto, between the two seasonal periods according to the ratio of the number of days in each seasonal period to the total number of days in the billing period. CITY OF PALO ALTO UTILITIES Issued by the City Council Supersedes Sheet No. E-2-1 dated 10-1-86 Effective 7-11-88 Sheet No. E-2-1 ~--------------------------------- COMMERCIAL ELECTRIC SERVICE UTILITY RATE SCHEDULE E-2 (CONTINUED) Maximum Demand Met2r: Whenever the mvnthly use of energy has exceeded 8,000 kilowatt-hours for three ~onsecutive months, a maximum demand meter will be installed as promptly as is practicable and thereafter continued in service until the monthly use of energy has fallen below 61000 kilowatt-hours for twelve consecutive months, whereupon, at the option of the City, it may be removed. The maximum demand in any month will be the maximum average power in kilowatts taken during any 15-minute interval in the month provided that in case the load is intermittent or subject to violent fluctuations, the City may use a 5-minute interval. A thermal-type demand meter which does not reset after a definite time interval may be used at the City's option. The billing demand to be used in computing charges under this schedule will be the actual maximum demand in kilowatts for the current n>nth. An exception is that the billing demand for customers with Thermal Energy Storage (TES) will be based upon the actual maximum demand of such customers between the hours of noon and 6 pm on weekdays. MinilWJI Charge: A minimum charge of $1.00 per month will apply to all accounts. Primary Voltage Discount: Where delivery hereunder is made at the same voltage as that of the line from which the service is supplied. a discount of 2 1/2 percent for available line voltages above 2 kilovolts will be allowed provided the city is not requ1red to supply service at a particular line voltage where it has. or will instail, ample facilities for supplying at another voltage equally or better suited to the customer's electrical requirements. The City retains the right to change its line voltage at any time after providing reasonable advance notice to any customer receiving a discount hereunder and affected by such change. The customer then has the option to change his system so as to receive service at the new line voltage or to accept service (without voltage discount) through transformers to be supplied by the City subject to a maxim1.111 KVA size limitation. CITY Of PALO ALTO UTILITIES Issued by the City Council Supersedes Sheet No. E-2-2 dated 7-1-86 Effective 7-11-88 Sheet No. £-Z-2 Solar Energy Discount: COMMERCIAL ELECTRIC SERVICE UTil.ITY RATE SCHEDULE E-2 (CONTINUED) Upon approval by the City, a 10 percent discount will be applied to a customer's electric bill if such customer has installed a solar energy system and met the following criteria before April 1, 1987: (1) The solar energy system is in conformance with the City's performance and aesthetic standards; (2) The solar energy system is designed to provide for 50 percent or more of the resi- dential domestic water heating or space heating requirements; and (3} Appropriate City permits are acquired. Power Factor: At the City's option, VAR-hour meteri!"lg, used for power factor calculation, will be installed on the service of any new customer whose demand is expected to exceed 300 kilowatts and upon the service of any existing customer whose demand has exceeded 300 kilowatts for three consecutive months. The City may exercise the option of removing the VAR-hour metering from the service of a customer whose de~and has been below 200 kilowatts for four consecutive months. When such metering is instalied on a customer's service. the total monthly electric bill shall include a "power factor penaltyu or upower factor credit". if applicable. Effective June, 1988 the "power factor credit" will be eliminated (see below). The penalty or credit adjustment shall be applied to a customer's bill prior to the computation of any primary voltage discount. Where VAR-hour metering is installed, the monthly power factor shall be the average power factor based on the ratio of kilowatt hours to kilovoltampere hours consumed during the month. Where time-of-day metering is installed. the cust011~r's monthly power factor shall be the power factor coincident with the customer's maximum demand. Prior to June, 1989, the power factor penalty is applied by increasing the total energy and demand charges for any month by 0.2 percent for each one percent that the monthly power factor of the customer's load was less than 90 percent. The power factor credit is applied by decreasing the total energy and demand charges for any month by 0.2 percent for each one percent that the monthly power factor of the customer's load was greater than 95 percent. When the monthly power factor is between 90 and 95 percent, no power factor adjustment is applied. Effective June 1, 1989, the "power factor credit" will be discontinued. In addition, the "power far.tor penaltyq will be revised as follows: The power factor .,enalty is applied by increasing the total energy and demand charges for any month by 0.25 percent for each one percent that the monthly power factor of the customer's load was less than 95 percent. CITY OF PALO ALTO UTILITIES Issued by the City Council Supersedes Sheet No E-2-3 dated 1-12-87 Effective 7-11-88 Sheet No. E-2-3 Load Management Programs COMMERCIAL ELECTRIC SERVICE UTILITY RATE SCHEDULE E-2 (CONTINUED) These optional programs are available to all three-phase electric service customers with average maxim1.1n demand greater than 100 kW and who can provide at least 50 kW of load reduction. All conditions relating to the terms of these programs, including additional details, shall be covered by a service contract. The City may request that the customer under certain conditions curtail load or reduce load to the demand limit set under the contract's terms. Partici- pating customers will be compensated as specified in the service contract. However, emergency load reductions may be requested from all customers when required and are not considered load reduction periods under the Contract Load Management Program. All customers served under this program shal 1 have a time-of-day metering sys~Jm installed by the City and an assigned number direct-dial telephone line may be required to be provided by the customer. If the City requires the customer to provide a phone line~ a compensatory credit will be applied to the bill. Firm power shall be defined as power that can be exactly interchangeabie wi~h the utility's current resources. Non-firm power shall be defined as that power which is available to the utility on a random basis and no schedu1e or con~rol shall be available for such power. Such determination shall be made by the utility after reviewing the character of such power generated with respect to reliability, scheduling. availability, terms and conditions. scheduled outages, system emergencies and otrer factors which the utility shall deem relevant. RATES: The following rates shall apply to the po~er produced by a qualifying facility on a monthly billing basis. l. 2. Adjustments shall be made to the quantity of power delivered to the utility to account for the effect of losses and for administrative costs asscciated with the facility. 2. Generation credit, as calculated under the rate above, will be applied to the customer's monthly charge for electric service fra:n the utility. The utility shall provide payment to the customer in the event generation credits are in excess of the monthly charge. 3. All conditions relating to the terms of interconnection and sales shall be covered by a service contract. 4. The utility reserves the right to establish a customer charge in order to recover costs of certain facilities required to serve load for which the utility is standing by. Such c1tJ.rges shall be specified in the service contract with the customer. 5. A qualifying facility is defined as set forth in the Federal Energy Regulatory CoDlllission's Order Nunber 69, of Title 18. Code of Federal Regulations, Part 292, Subpart B entitled "Small Power Production and Cogeneration Facilities, Qualifying Status.11 This subpart implements Section 201 of the Public Utilities Regulatory Policies Act (PURPA). Type of Service: This schedule is applicable to series circuit and multiple street lighting systems to which the City will deliver current at secondary voltage. Unless otherwise agreed, multiple current will be delivered at 120/240 volts. three-wire, single-phase. In certain localities the Utility may supply service from 120/208 volt star-connected polyphase lines in place of 240-volt service. Single phase service from 480-volt sources will be available in certain areas at the option of the Utility when this type of service is practical from the Utility's engineering standpoint. All currents and voltages stated herein are nominal, reasonable variations being permitted. New lights ~ill normally be supplied as multiple s)stems. b. Point of Delivery: Delivery will be made to the customer's system at a point or at points mutually agreed upon. The City will furnish the service connection to one point for each group of lamps. provided the customer has arranged his system for the least practicable number of points of delivery. All underground ~onnections will be made by the customer or at the customer's expense. c. Switching: Switching will be performed by the City cf Palo Alto (on the City's side of points of delivery) and no charge will be made for switching provided there are at least 10 kilowatts of lamp load on each circuit separately switched, including all lamps on the circuit whether s·~rved under this schedule or not; otherwise, an extra charge of $2.50 per 111lnth will be made for each circuit separately switched unless such switching installation is made for the City's convenience or the customer furnishes the switching facilities and, if installed on tne City's equipment, reimburses the City for installing and maintaining them. d. Annual Burning Schedule: The above rates apply to lamps which will be turned on and off once edch night in accordance with a regular burning schedule agreeable to the customer but not exceeding 4,100 hours per year for all- night service and 2,050 hours per year for midnight service. e. Maintenance: The rates under Class C include all labor necessary for replacement of glassware and for inspection and cleaning of the same. Maintenance of glassware by the City is limit.ed to standard glassware such as is collll!Only used and manufactured in reasonably large quantities. A suitable c~rge will be made for maintenance of glassware of a type entailing unusual expense. STREET AND HIGHWAY LIGHTING UTILITY RATE SCHEDULE E-4 (CONTINUEDl posts, provided these are all of good standard construction; otherwise, the City may decline to grant Class Crates. Class Crates applied to any agency other than the City of Palo Alto also include painting cf posts with one coat of good ordinary paint as required to maintain good appearance but do not include replacement of posts broken by traffic accidents or otherwise. Multilamp Electroliers; The above charges are made on per-lamp basis. For posts supporting one or more le.mps, where the lamps are less than nine feet apart, the above charges for Class C will be reduced by 6 percent computed to the nearest whole cent, for all lamps other th~n the first one. Operating Schedules Other Than All-Night and Midnight; Rates for regular operating schedules other than all-night and midnight will bl.-the midnight rates plus or minus one-eleventh of the difference between the midnight and the all-night rate. computed to the nearest whole cent. for each halt hour per night more or less than midnight service. This adjustment will apply only to lamps on regular operating schedules which do not exceed 4,500 hours per year. Street Light Lamps. Standard and Nonstandard Ratings: The rates for incandesce"t lamps under Class A are applicable for service to regular street lamps only and must be increased by 6 percent, computed to the nearest whole cent, for service to group-replacement street lamps. The rates under Class C are applicable to both regular and group-replacement street 1 amps. Continuous Oteration: The rate for continuous 24-hour operation under Class A serv;ce wi 1 be twice the all-night rate. System Owned In-Part by City: Where, at customer's request. the City installs, owns, and maintains any portion of the lighting fixtures. supports, and/or interconnecting circuits, an extra monthly charge of one and one-fourth percent of the City's estimate of additional inve!•ment shall be made. Rates for Lamps Not on Schedule: In the event a customer installs a lamp which is not presently represented on this schedule. the utility will prepare an interim rate reflecting the utility's estimated costs associated with the specific lamp size. This interim rate will serve as the effective rate for billing purposes until the new lamp rating is added to Schedule E-4.
