RESOI,UTION OP THE COUNCIL OF THE CITY OF PALO
ALTO ADOPTING A COMPENSATION PLAN FOR FIRE DE-
PARTMENT PERSONNEL AND RESCINDING RESOLUTION
NO. 6412
The Council of the City of Palo Alto does RESOLVE as
follows:
SECTION 1. Pursuant to the provisions of section 12 of
Article 111·0!' the Charter of the City of Palo Alto, the
Compensation Plan as set forth in Exhibit •A• attached hereto
made a part hereof by reference is hereby adopted for Fire
Department personnel effective June 20, 1987.
SECTION 2. The Compensation Plan adopted herein shall be
administered by the City Manager in accordance with the Merit
System Rules and Regulations.

SECTION 3. The Compensation Plan shall continue in effect
until amended or revoked by the Council.
SECTION 4. The Director of Finance is hereby authorized to
implement the Compensation Plan adopted herein in his preparation
of forthcomi~g payrolls. He is further authoriz~d to make chanqes
in the title of employee ~lassif ications identified in the Table
of Authorized Personnel contained in the 1987-88 budget if such
title$ have been changed by the Comp~nsation Plan.

SE~TION 5. Resolution No. 6412 is hereby rescinded.
SECTION 6. The Council finds that this is not a project
under the California Environmental Quality Act and, therefore, no
environmental impact assessment is necessary.

SECTION t. SALARY
A. Salary Range Tables
Personnel covered by thfs plan shall receive cmapensatfon wfthfn the salary
ranges set forth fn the Salary Range Tables that follow Section II. The salary
range for each position class1f1cat1on title and nud>er is expressed in bi-weekly
and/or hourly rates along with the appro•fnate llDnthly and/or annual equivalent.
B. Estab11 shllent of Salary
The City Manager fs authorized to make appointments to or advancements within the
prescribed ranges upon evaluatfon of employee qua11ff catfon and perfor1111nce.
Merit advancements fr• the flrst salary step to the second salary step shall be
granted at sfx-.,nth fntervals and between the second and subsequent steps at
one-year fntervals ff the affected employee bas dellonstrated continued
iliproveent and efftcfent and effectfve service. For the purpose cf detenrtnfng
step t111e requfre11111ts, time w111 C01Ence on the flrst day of the aontb
cofncidfng with or following entrance onto a salary step. Step increases shall

SECTION II. SPECIAL CtJitPENSATION
Personnel covered by thf s a>mpensatfon plan, in addftfon to the salary set forth fn
Section I above, 111y reeefve special compensation as follows. Elf gfbilfty shall be
f n ronformance wf th the Merft Rules and Regulations and Admf nf stratfve Dfrectf ves
issued by the Cfty Manager for the purposes of classfffcatfon and interpretation.
A. Annual Adjustment
Annually• each et11Ployee tllho ~lds a regular full-tf.e appointment fn the
11Unf ctpal service on or before Jul1 ffrst and continues fn such status through
the ffrst day of Pay Period No. 25 (in Dece.ber) shall receive, fn eddftfon to
the salary prescribed herein, a salary adjustment equal to one percent of the
e.ployee's current annual salary. Annual adjustments shall be prorated to
reflect appointment fr911 January 1 through July 1 of. the current year, or
interrupted servfce durf ng the year.

O. In-Lfeu of Holfday Pay
Represe,.tatton unit fire suppression personnel in pay status shall recefve ~. 75
heirs straight tte regular pay per pay period fn lfeu of '9olidays to a •x111U11
payment of 149.5 1'.ours per year. If employees wish to take tf11e off instead of
fn-lfeu pay, tfme off shall be '1t the rate of one-half shift (12 hours) per math
on a stafff ng available basis. SUch tf11e off must be scheduled so that no
addftfonal overtime trill be required to achieve suppression llfnfaa staffing.

G. Retired E!ployees
The City shall. upon s~mtttal of evidence of payment. refllburse up to SllO per
mnth ($72 per month with Medicare) of •dfcat plan prellfUlllS on behalf of
representation unit employees llfho retire froa the City under service or
df sabflfty retfremnts. The retfree •Y select any medfcal ~lan. The plan •Y
cover elfgfble dependents as defined under the Cfty Emplo,ees' Health Plan. No
reilllbursenents wt11 be •de for plans prov1dfng benefits other than medical and
health beneffts. Refllburse11ent requests tlUSt be ffled wf thfn 12 mPnths of date
charges wre incurred.
H. Group Insurance
Except as otherwf se set forth herefn, the Cfty wfll •1ntafn the present level of
benefits on all City sponsored medical and dental program.

1. Cfty Health Plan or Kaiser Health Plan
The Cfty shall pay lOOS of the premiums for all employees and dependent
coverages on behalf of eligible and enrolled employees and dependents.
Health Plan premf Ulll 'increases during the term of the compensation plan wf 11
be assumed by the Cfty.
2. Dental Plan
The Cfty sha11 1111fntain the present level of benefits on the City-sponsored
dental program. except that the 1111xfmum benefits per calendar year shall be s2.ooo effectfve begfnnfng with 1987.
3. Effective July 1. 1986. the City wf 11 provide a 501 of reasonable charges,
$15on lifetime mo·.iml1111 orthodontic benefit for representation unit employees
and their dependents.
I. Vt sf on Care
Effective begfnnfng Septead>er 1, 1987. the Cfty wfll offer Yi sion care coverage
for e111Ployee only. Coverage f s equivalent to $20 Deductible Plan A under the
Vision Service Plan. with 'Al>nthly premiUIDS paid by the employer.
J. Life Insurance
The Ctty will pay the following lllOUnts of premium on behalf of Fire personnel:

L. City-Paid PERS E!p1oyee Contribution
1. Effective wfth the pay period including July 1, 1983. the City will pay 7S of
the 91 ~E~S employee contribution except that, subject to rec~f pt of
favorable tax rulings by the Cfty Attorney no later than June 30, 1984,
employees who retire between July 1, 1983 and June 30, 1984 shall receive a
5.6t pay increase effective July 1, 1983 and shall not receive the City-pafd
PERS contribution. For purposes of negotiations and/or arbitration
proceedings hereafter, City payment of the 71 PERS employee contribution wfll
be deemed as a 7S salary adjustment for the year July 1, 1983 through
June 30, 1984.
2. Effective with the pay period 1ncl!ldf ng July 1, 1984 the City will pay the 9S
PERS employee contrf butf on. For purposes of negotf atf ons and/or arbf tratfon
proceedings hereafter. City payment of the 21 add1tfona1 PERS employee
contribution wt11 be deemed as a 21 salary adjustment for the year July 1,
1984 through June 30, 1985.
3. Such pf ct-up contributions shal 1 be paid by the Cf ty fn lfeu ef e11ployee
cuntributf0ns notwithstanding the fact that such ptck-up c~ contributions may
be designated as employee contrfbuttons for purposes of PE~S.
4. Notwithstanding subsections 1. and 2. above, a representation unf t employee
.. Y elect to convert the 91 City-pafd PERS contribution to a salary
adjust1111ent of equal a110unt on a one-the irrevocable bash for the final
t.elve 110nths f'lllnt!diately prior to a service retirea-'.".c, provided that all of
the following conditions are met:
a. The employee aist have at least 20 years of City service as of the date
of retfre•nt~ or for employees hired prior to July 1. 1987, must attain
at least the age of 55 at the date of rettrnent or qua11fy for maximum
PERS benefit factor of 75S.
b. The election .. st be 1111de and service retirement application filed for
retfr-ement date certdn 12 mnths prf or to retfre•r.t.
c. If disabflfty retfreeent sUbsequently occurs. conversion reverts to
origf nal Cf ty-patd PERS e11Ployee contrf butf on sta.tus.
d. During the 12-mc.~th conversion perfod, the employee shall pay PERS
e111>loyee contrfbutf ons.
e. All provf sfons of this subsection are subject to and cooot tfoned upon
compliance with IRS regulations.
