RESOLUTION OF THE COUNCIL OF THE CITY OF PALO
AL'!'O AMENDING SECTION 517(a) OF THE MERIT
SYSTEM RULES AND REGULATIONS
The Council of the City of Palo Alto does RESOLVE as
follows:
SECTION 1. Section 517(a) of the Merit System Rules and
Regulations 1s amended to read as follows:
517. Paid holidays. (a) The following holidays
are recognized as municipal holidays for pay purposes,
and regular employees shall have these days off with
pay, except as otherwise provided in these rules:
January 1
Martin Luther King Day,
the Third Monday in January
Third Monday in February
Last Monday in May
July 4th
First Monday in September
Second Monday in October
Veterans' Day, November 11
Thanksgiving Day
Day Aftei:· Thanksgiving Day
December 25
Either December 24 or
December 31 as provided
below
Employees shall be excused with pay for the full
work shift on either December 24 or December 31,
provided that City facilities re•ain open with reduced
staffing levels as determined by the various
departllents. Neither day shall be considered a holiday
for purposes of premium 2ay. Employees who are not
excused pursuant to this provision shall have one shift
of vacation credit added to their accrual.
In the event that any of the aforementioned days,
except December 24 or Deceaber 31, fall on a Sunday, the
following Monday shall be considered a holiday. In the
event that any of the aforementioned days falls on a
Saturday, the preceding Friday shall be considered a
boldiay for pay purposes. If December 24 and 31 fall on
Sunday, the preceding Friday will be designated for
purposes of ezcused time off. Exceptions to this
provision may be authorized by the city manager to
conform to various aeaoranda of understanding.
SECTION 2. The Council finds that this is not a project
under the California Environaental Quality Act and, therefore, no
environaental impact assessaent is necessary.
