RESOLUTION NO. ~~7 RESOLUTION OF THE COUNCIL OF T' CITY OF PALO APPROVING THE USE OF THE 1987-88 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS WHEREAS, on October 1, 1984, the City Counc;l adopted a three-year Community D~velopment Block GRant (CDSG) Plan {1985-86, 1986-87, and 1987-88); and WHEREAS, the 1987-88 CDGB funds are pt:oposed in order to implement the fol:owing programs; and WHEREAS, potential uses of Federal CDGB funds have been evaluated in light of the needs of the community, as identified in the 1985-86 CDGB Plan and the rec~mmendations and comments of the Citizens' Advisory Committee and other interested citizens; and WHEREAS, the Finance and Public Works Committee and the City Council have held advertised public hearings on the prop~:sed use of 1987-88 Community Development funds; and WHEREAS, it is the intent of this program to give the highest priority to activities which will benefit low/moderate income persons. NOW, THEREFORE, the Council of the City of ~ Alo Alto does RESOLVE as follows: SECTION 1. The use of 1987-88 CDGB funds is adopted for the following progr~ms: 1. Housing Improvement Program -City 2. Rental Housing Acquisition Program (RHAP) Palo Alto Housing Corporation (PAHC) 3. New Housing Development Fund -PAHC 4. Vocational Program Relocation - Miramonte Mental Health Services 5. Semi-Indepen~ent Residential Facility for the Bandicapped -Hountain View Center for Independent Living 6. Fernando Street Project (Former!} •High Street Project•) -Rehabilitation Housing Associates 7. (sec) $ 10, 000 12. Long-Term care Ombudsman Program - catholic Social Services of Santa Clara County 13. CAR Volunteer Services Wing -Community Association fo~ the Retarded, Inc. (CAR) $ 6,654 $ 32,141 14. Administrative Funding for Programs for the Homeless -Urban Minist~y of Palo (UMPA) $ 25,000 15. City staff is authorized to submit the appropri- ate appl1cat1on forms for 1987-88 CDBG funds, with such money to be used as indicated in the adopted 1985-1988 Community Develop- ment Plan and the Mayor, City Manager and other appropriate city officials are authorized to sign the application forms wherever necessary. 2. . . . SECTION 3. The Council of the City of Palo Alto finds that this is not a project under the california Environmental Quality Act, and, therefore, no environmental impact assessment is necessary.
