RESOLUTION OF THE COUNCIL OF-,fH~ CITY OF PALO ALTO OPPOSING ACTION ON AB 1710 (COSTA) UNTIL COMPLETION OF STATEWIDE WATER POLICY CONSENSUS WHEREAS, water is cal i fornia' s most prec to us and sought-after natural resource1 and WHEREAS, california's water resources must be managed in an environmentally safe and economical! y sound manner in which. some regions of the state are not unfairly benefited to the detriment of other regions, and WHEREAS, AB 1710 (Costa) addresses, in part, some of the negative impacts of the current water transport system but, nevertheless, is intended to increase the supply of Del ta water exported south without providing adequate protections for the san Francisco Bay/ Sacramento-San Joaquin Delta estuary; and WHEREAS, the City of Palo Alto believes there should be no increase in the current annual level of exp:>rt out of the Delta until the following protections and safeguards have beeri enacted and are in place: 1. statuto:·y protection for the San Francisco Bay-Delta estuary~ 2. issuance of new water quality st&ndards for the Bay and Del ta by ';he State Water Resoucces COn trol Boan), 3. initiation of an adequate, comprehensive program to reconstruct and 111aintain Delta levees1 4. negotiation of contractual obligations for restoration of the fisheries 1 s. implementation of water banking; and WHEREAS, the City of Palo Alto is willing to have the consensus-building process conti~ue, seeing it as the most effective and efficient way long-term to resolve California's water prohle•s and to ateet the state's water needs1 NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto urges the Speaker of the Asseably Willie L. Brown, Jr. and Asseablyaan John Vasconcellos, Chairm3n of the Assembly r.oamittee on Nays & Means, to withhold acti?n on AB 1710 as passed by the Assembly roarnittee on water, Parks & Wildlife on May 6, 19871 and B~ IT FURTHER RESOLVED that the council of the City of Palo Alto urges the lead""rship and members of the california Legisla- ture to support a continuation of the consensus process to resolve California• s water problems.
