HomeMy WebLinkAboutRESO 6610, ; e e RESOLUTION NO. 6610 ORIGINAL RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COMPENSATION PLAN FOR CLASSIFIED PERSONNEL (SEIU) AND RESCINDING RESOLUTION NO. 6389 AS AMENDED BY RESOLUTION NOS. 6401 AND 6534 The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Pursuant to the provisions of Section 12 of Article II~ of the Charter of the City of Palo Alto, the Compensation Plan, as set forth in Exhibit •A• attached hereto and made a part hereof by reference, hereby is adopted for classified personnel effective the beginning of the pay period incluJing Hay 1, 1987. SECTION 2. The Compensation Plan adopted herein shall be administered by the City Manager in accordance with the Merit System Rules and Regulations. SECTION 3. The Compensation Plan shall continue in effect until amended or revoked by the Council. SECTION 4. The Director of Finance hereby is authorized to implement the Compe~sation Plan adopted herein in his preparation of forthcoming payrolls. Be is furth~r authorized to make changes in the titles of employee classifications ide11t1f ied in the Table of Authori~ed Personnel contained in the 1987-88 budget if such titles have been changed in the Compensation Plan. SECTION 5. Resolution No. 6389 as amended by Resolution Nos. 6401 and 6534 as to classified personnel hereby is rescinded. SECTION 6. The ~ov~cil finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SALARY A. 5alar1 Range Table Personnel covered by this plan shall receive compensltion within the salary ranges set fortll fn the Salary Range Tables that follow Section II. The salary range for each position classification title and number is expressed in bf-weekly and/or hourly rates along wfth the approximate monthly and/or annual equivalent. B. Establishment of Salary The City Manager is authorized to make appointments to or advance:nents wf th the ~rescrfbed ranges upon evaluation of employee qualification and performance. 1. Step Increases Merit advancements from the first salary step to the second salary step shall be granted at six-llOnth intervals and between the second and subsequent steps at Qt'le-year intervals ff the affected employee has demonstrated continued improvement and effi~~ent and effective service. SPECIAL COMPENSATION Personnel covered by this COllpensatf~ plan. fn addition to the salary set forth in Section I above. 111y receive special compensation as follows. Eligibility shail be in confonnance with the Merit Rules and Regulations and Administrative Directf ttes issued by the Cfty '1anager for the purposes of clarification and interpretation. A. Parking Monitors, Animal Control Officers and Anf1111 Control Officer Leads shall be fssued city-owned unf forms for which cleaning will be pro- vided. All uniform allowances shall be paid bf-weekly. COMPENSATION PLAN -Classified Employees Page 3 F. Tool Allowance 1. Mechanics in Equipment Maintenance shall te paid an annual tool allowa~ce of $300 effective with the pay period including May 1, 1987. and $325 effective with pay period including Hay 1, 1988. 2. All tool allowances shall be paid bi-weekly. G. Group Insurance 1. Health Plan The City shall pay all premium payments on behalf of emplo1ees who are eligible for coverage under the health plans as described in Subsection (a} and {b). Any premium rate increases will be adjusted according to provisions of the c1•rent MetlOranda.m of AgreeMent. The following options will exist: (a) Employee and dependent coverage under the exist1ng Kaiser Health Plan S contract. including the Drug Plan HI option. (b) Employee and dependent coverage under the existing City of Palo Alto Employees• Health Plan with major medical 111x111t11 of $250.000. 2. Retired Employees The City shall, upon submittal of evidence of payment. refllburse up to $110 per 1110nth withm.1t Medicare. and $72 per month with Medicare of lll!dicat plan pr-!11iums o:i behalf of representation unit eiaployees who retire frOlll the Cfty under service or disability retire111ents. The retiree may select any medical plan. The plan lily cover eligible dependents as defir.ed un~~r the City Employeest Health Plan. No reimbursement will be iaade for plans providing benefits other than medical and health benefits. 3. Den ta 1 Pl an The City shall pay all premium payment!' on behalf of employees. and dependents of employees, who are eligible for toverage under the City's self-1nslff"ed dental insurance plan. The City shall assU11Je any pret1i1.11 rate increase in existing empl()}'ee and dependent dental coverage. 4. Ba~fc Life Insurance The City shall continue the basfc life insurance plan as currently in effect f6•' the tena of this eot&pensatiun plan. COMPENSATION PLAN -Classified Employees Page 4 5. Long Term Disability Insurance The City shall continue the long term disability insurance plan currently fn effect for the term of this compensation plan. Employee coverage is subject to a voluntary payroll deduction of the insurance premium applicable to the first $2000 of monthly salary fo~ Plan B or the first $1800 of monthly salary for Plan A; the City will pay premiums in excess thereof. The City will pay up to $17.50 per month of premf1.1n for those employees without eligible dependents covered under the health insurance. 6. Vision Care Effective be~inning July 1, 1987. the City will offer vision care coverage of employee only. coverage is equivalent to $20 Deductible Plan A under Vision Service Plan with n¥Jnthly premiums paid by the employer. H. Parking The City shall provide a11 classified employees with parking privileges in the Civic Ce"ter garage at no cost to such employees. I. Dependent care Assista~ce Effective January l. 1988. the City wf 11 provide a Dependent care Assistance program for Employees according to the provisions of the Federal Economic Recovery Tax Act of 1981.
