RGES PERTAINING TO DOMESTIC AND COMMERCIAL ELBCTRIC SERVICE RATES WHEREAS, the Council of the City of Palo Alto has f?und ttat the Solar Engergy d~scount is no long&r required to encourage the installation of solar en~rgy systems in the City. The Council of the City of Palo Alto does RESOLVE as follows: S~CTION l. Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, S~hedules E-1 (Domestic Electric Service) and E-2 (Commercial Electric Service) of the Palo Alto Ctilities Rates and Charges hereby are amended to read as shown on Sheets E-1-1 a~d E-2-3, respectively:-attac!led i1ereto and incorporated aerein. SECTION 2. This Council finds that the adoption of this resoluci·:>n will not have any environmental i11pact>::. under CEQA. SECTION 3. The customer shall receive a credit of $3.00 per kW load reduction period for reduced load. Power Factor: At the Ci"ty's option, VAR-hour metering, use1 for power factor calculation, wf 11 be 1nsta11 ed on the service of any new cu stoner whose demand is ex~cted to exceed 300 kilo-.atts and upon the service ~f any existing customer whose demani:i has exceeded 300 kilowatts for ttree consecut1 ~ months. The City may exercise the option of remving the VAR-hour lll!t&i·ing from the service of a customer whose de11and has been below ~00 kilowdtts for fair consecutf ve iDOnths. When suc.h power-factor neterlng 1s installed on a cust.omer's service, the total charge for any RtOnth's electric service as COl'lputed on Schedule E-2 shall be 1ecreased or increased, respectively~ by 0.2 pP.rcent for each orfl! percent that ttte average power factor-of the cr:stoller's load during the imnth \las greater or less than 90 percent, such average ;>ower factor to be c011puted (to the ne~rest whole percent) from the ratio of lagging kilovoltamphere hours to ~ilowatt hours consuaed during the mnth. This adjustEnt shall be applied to a customer's bf 11 prfor to the appltcation of the pr1mry-volt-tge discount clause. Any electric service charge increase attributable to customer's fa i 1 ure to a chi eve 901 of t.te average ~,. factor f s referr6d to herein as the •power f&ctor penalty.• Before installing \'AR-hour •terlng on an ex1stfog customer's service, the util fty will 11easure the custoller's power factor· and notify the customer of th! result of the measurement.
