RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING SCHEDULES E-1 and E-2 OF THE CITY OF PALO ALTO
UTILITIES RATES AND ce.~ .. RGES PERTAINING TO DOMESTIC
AND COMMERCIAL ELBCTRIC SERVICE RATES
WHEREAS, the Council of the City of Palo Alto has f?und ttat the
Solar Engergy d~scount is no long&r required to encourage the
installation of solar en~rgy systems in the City.
The Council of the City of Palo Alto does RESOLVE as follows:
S~CTION l. Pursuant to Section 12.20.010 of the Palo Alto
Municipal Code, S~hedules E-1 (Domestic Electric Service) and E-2
(Commercial Electric Service) of the Palo Alto Ctilities Rates and
Charges hereby are amended to read as shown on Sheets E-1-1 a~d E-2-3,
respectively:-attac!led i1ereto and incorporated aerein.
SECTION 2. This Council finds that the adoption of this
resoluci·:>n will not have any environmental i11pact>::. under CEQA.
SECTION 3. The foregoing changes s~all becoaB effective January
l'.2, 1987.

90 percent power factor for six (6) consecutive nonths during such five
(5)-year period. the power factor penalt;y shall then become effect1ve on the

shall not impose any other power-factor penalty on the custoar.
If the above agreement fs not 11111>lemented. VAR-hour metering shall be
installed and the custoaer shall be billed fn accordar~e with the above
provisions. including the ~wer-factor penalty.

This optional program is available to all three-phase electric service
custo11ers with average naxi RI.Ill den1and greater than 500 l<W and who can provf de
at least 100 kW of load reduction. All conditions relating to the terms of
this program. including &ddftional details. s"all be c~vered by a servfc~
contract. The Cf ty may request that the CU$tumer undar certain conditions
curtail load or rP.duce loa.d to the de11and 1111it set under the contr&ct 1 s
terms.
The customer shall receive a credit of $3.00 per kW load reduction period for
reduced load. A penaity of $3.00 per kW per load reductio~ shall be applied
consistent .rfth the servfce contract when the custo•r fails to 11eet the
contract ter1111S. Emergency load reductfons -.y be re,uested frOE a.11

Maxfmum Demand Meter: Whenever the IJl>nthly use of energy has exceedet 8,000
kilowatt-hours for three co11secuti ve mnths, a ma;dmum delllilnd meter wtl 1 be

The bi111ny de1and to be used 1n computing charges under thfs schedule •ill
be the actual naxfmum de111nd in kilowatts for the current mnth. An except1o"
1s that the billing demand for i;usto•rs with Then1al Energy Storage (TES) will
be based upon the actua 1 naxi 111U11 de111a.nd of such custoraerlii between th! hours of
noon and 6 pm on weekdays.
Mi•1-CNJ"ge:
A minimum charge oi $1.00 per rmnth will apply to all accounts.
Primary Voltage Discount:
Where delivery hereuuder 1s iade at the saie voltage as that of the line from
which the servf~ fs su;:.p11ed, a discount of 4 percent for higher than 12
k~lovolts a~a11able line voltages and 3 percent for a1a~lable line voltages
of fro• 2 kilovolts to 12 kilovolts wfll be 1110.ed provided the Cf ty is not
required to supply service at a particular 11ne volta~ were it has. or wtll
fnstall. a..,1e facflfttes for supplyfng at anotner voltage equally or better
suited to the custoP.ter 1s electrical req1·ire~nts. The City reta~ns the right
to chan~ its 11ne voltage at any t1• after prov1dfng reasonable advance
notice to any custo11er receiifng a dficount hereunder and affected by such
change. The cus"tOller then n&s the opt1Gn to change his syste• so as to
receive service at the ;~ line voltage or to accept service (w1tmut \tOltage

Solar E•ru Dtscnat:
Upon approval by the City, a 10 percel't discoul"lt will be applied to a
c~stomer's electric bill if such custet1er has installed a solar energy syste•
and net tie following criteria before April 1, 1987: (1) The solar energy system is
in confor111nce wfth the City's performance and aesthetic stanaards; (2) The solar
energy system is designed to provide for 50 p-!rcent or nDre of ttr resfdentfal
A~iqestic water ht=ating or space heating requirements; and (J} Appropriate City
permits are acquired.
Power Factor:
At the Ci"ty's option, VAR-hour metering, use1 for power factor calculation,
wf 11 be 1nsta11 ed on the service of any new cu stoner whose demand is ex~cted
to exceed 300 kilo-.atts and upon the service ~f any existing customer whose
demani:i has exceeded 300 kilowatts for ttree consecut1 ~ months. The City may
exercise the option of remving the VAR-hour lll!t&i·ing from the service of a
customer whose de11and has been below ~00 kilowdtts for fair consecutf ve
iDOnths.
When suc.h power-factor neterlng 1s installed on a cust.omer's service, the
total charge for any RtOnth's electric service as COl'lputed on Schedule E-2
shall be 1ecreased or increased, respectively~ by 0.2 pP.rcent for each orfl!
percent that ttte average power factor-of the cr:stoller's load during the imnth
\las greater or less than 90 percent, such average ;>ower factor to be c011puted
(to the ne~rest whole percent) from the ratio of lagging kilovoltamphere
hours to ~ilowatt hours consuaed during the mnth. This adjustEnt shall be
applied to a customer's bf 11 prfor to the appltcation of the pr1mry-volt-tge
discount clause. Any electric service charge increase attributable to
customer's fa i 1 ure to a chi eve 901 of t.te average ~,. factor f s referr6d to
herein as the •power f&ctor penalty.•
Before installing \'AR-hour •terlng on an ex1stfog customer's service, the
util fty will 11easure the custoller's power factor· and notify the customer of
th! result of the measurement.
The customer sl'l«ll then be allowed 60 days to enter in a artually agreed "JJ0"
factor correct1on prograL The program shall be based on the City's :i01 lar
estiate of the anNAal potential power factor penalty. The customer shal 1
agree to i ns·t.i 1l power-factor corrective dev"' .;es on hf s system equha lent to
the annual dollar value of the r,1~ 's esti11&te of ttle power-factor penalty.
This corrective progra• shall continue in effect at the initial power-fact.or
