RESOLUTION OF T3E COUNCIL OF THE CITY OF PALO ALTO
AMENDING SCHEDULES e-1, E-2, E-3 AND E-4 OP THE
CITY OF PALO ALTO UTII.ITIES. RATES AND CHARGES
PERTAINING TO DOMESTIC, COMMERCIAL, ~USTQMgR-OWNED
GENERATION AND STREET AND HIGHWAY ~I~J:tTIHG P..ATZS
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to Section 12,20.010 of the Palo Alto
Municipal . Code, Schedules E-1 (Dom'-'stic Electric Service), F.-2
(Commercial Electric Service), E-:; ( Custo!l'.er-Owned Generation) and E-4
(Street and Highway Lighting) of the Palo Alto Utilities Rates and
Charges hereby are amended to read as sho111n on Sheets E-1-1, E-2-1,
E-2-2 I E-2-3, E-2-4, E-3-1, E-4-1, E-4-2, E-4-3, and E-4-4,
respectively, attached hereto a.nd incorporated herein.
SECTION 2. Thia Council finds that the revenue derived from the
authorized adjustments of said electric rates by the City Manager shall
be used only for the purposes set forth in the Palo Al to City Charter,
Article VII, Section 2, entitled •public Utilities Revenue•. The
adoption of this Resolution f.s, therefore, specifically exempted under
Publ!.c Resources Code Section 21080(b)(8) from the requirements of
CEQA.
SECTION 3. The foregoing changes shall become effective October
1, 1986.

Maxina.111 Den.nd Meter: Whenever the mnthly use of energy has exceeded 8,000
kilowatt-hours fo;-three consecutive mnths, a aximusn dem&nd 11eter will be
installed as pro111ptly as is pract:cable and thereafter continued in service
until the mn~hly use of energy ha~ fallen below 6,000 kilo~tt-hours for
twelve consecutive 1n0nths, whereupon, at the option of the City, 1t say be
reroved.

kilowatts taken during any 15·m1nut~ interval in the 1110nth provided that in
case the load i~ f~ter•ittent fir subject to violent fluctuations, the City

reset after a definite time interval may be used at t..he City•s option.
The billing duand to be used in computing charges under th,;s schedule w111
be the actual ax1mua dnlnd in kilowatts for the current mnth. An exceptfon
1s that the billing demnd for custemers with Thel"•l ~r.ergy Storage (T£S) will
be based up,.:m the artual aK111111 de•nd of such customers bebleen the hours of
noon and 6 pm on weekdays,

Upon approval by the C1ty, a 10 percent discount ~11 be applied to a
customer's electrie bill if such custoaier has f~stalled a solar ~nergy system
and met the following criteria: 0.) The so~ar energy system is 1n conformanc~
with the City's perfcr111nce and aesthetic standards; (2) The solar energy
system 1s designed to p-ovide for 50 percent Olf' 111Dre of the res1dent1al
domestic water heating Olf' space heating requirements; a~ (3) Appropriate
City permits are acquired.

At the City's option. VAR-hour met~~fng, ~sed for powe:r factor calculation,
will be fnsta11ed on the service of any new custoaier whose deniand is eApec:ted
to exceed 300 kilowatts and upon the service of any ex1stfng custoiner whose
dewand has excetded 300 kilowatts for three consecutive mnths. The City e.y
exerct~ the option of reinoving the VAR-hour 11etering from the service of a
custoeer whose de1111nd has been below 200 kilowatts for tow-consecut1'!e
•nths.
When such power-factor 11eter1ng 1s installed on a customer's service. the
total charge for 4ny month's electric service as computed on Schedule E-2
shall be decreased or tncreaMd, respectively, by 0.2 percent for each one
percent that tM average power facwr of the customer'~ load during the 11>nth
was greater or less than 90 percer.t, such tverage powr factor to be computed
(to the nearest whole percent) from the ratio of lagging kflovoltamphere
hours "'1 ~11owatt hours consumed during the a:mth. Thfs adjustllent shall be
applied to a custoter's bill prior to the application of the ~r118ry-voltage
discount clause. Alty tl!ctrfc service charge increase attr1but.a.ble to
custoller's failure to achteve 9~1 of the average ~ factor is referred to
herein as the •power factor :·~nalty. •
Before fnstalltng VAR-hour 11etertng on an existing customer's service,. the
utility wiil measure the custoller's power factor and notify the cu~totier of
the result of the maasurement.
1'he customer shall then be allowd 60 days to enter tn a mutually agreed upon
factor correction program. The progru $hill be based on the City's dollar
•st1•te of the annual potential ;>o~r factor penalty. The :ustoeer shall
agree to install paver-factor correcthe devices on hfs system equivalent to
the annual dollar value of the C1tyis esti .. te of the power-factor penalty.

shall not impose any other power-factor penalty on the customer.

installed and the customer shall be billed in accordance with the above

T~is optional program is available to ~11 three-phase electric service
cu~tomers with average 111xi1MJ11 de111nd greater than 500 kW and who c&~ provide
at least 100 kW of load re-ciuct1on. All conditions relating to the terms of
this program, including addition6.1 details, shall be covered by a service
contract. The City 1111y request that the customer un~er certain cond1t1cns

terlllS.
The custo11er •.thall receive a credit of $3.00 per tw load reduction period fer

separately swftched, including ftll lamps on the cfrcuft vttether served under
this schedul~ ar not; otherwise, an e~tra charge of $~.50 per mnth will be
