RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN FOR POLICE NON-MANAGE-
MENT PERSONNEL AND RESCINDING RESOLUTION NO. 6284
The Council of the City of Palo Alto does RESOLVE as follo~s:
SECTION 1. Pursuant to the provisions of Section 12 of Article III
of the Charter of the City of Palo Alto, the Compensation Plan as set
forth in Exhibit •A• attached hereto and made a part hereof by refer-
ence, is hereby adopted for police non-manag~ment personnel effective
July 5, 1986.
SECTION 2. The Compensation Plan adopted herein shall be adminis-
tered by the City Manager in accordance with the Merit System Rules and
Regulations.
SECTION 3. The Compensation Plan shall continue in effect until
amended or revoked by the Council.
SECTION 4. The Director of Finance is hereby authorized to imple-
ment the Compensation Plan adopted herein in his preparation of forth-
coming payrolls.. He is further authot:i.~ed to make changes in the title
of employee classifications identified in the Table of Authorized
Personnel contained in the 1986-87 budget if such titles have been
changed by the Compensation Plan.
SECTION 5. Resolution No. 6284 is hereby rescinded.
SECTION 6. Tha Council finds that this is not P project under the
Califoruia Environmental Quality Act and, therefore, no environmental
impact assessment is necessary.

Personnel covered by this plan srell receive compensation within the salary
ranges set ):or.th in the Sltlar:y Range Tables that follow section II. '!he salary
range for each position classificatioo title arxJ m.11rber is expressed in bi-weekly
and/or hourly rates aloog with the approximte monthly aoo/or amual equivalent.
B. Establistrnent of Salary
'I1le City Manager is authorized t.o make appointments to or advanceirents within the
prescribed :i::-anges upon evaluaticn of f!flilloyee qualificatioo and perfOl:'mance.
Fbr the purpose of determining step time requirements for neri t a:!vancement, time
wi 11 commence on the first day of the month coinciding with or following entrance
onto a salary step. Step irx:reases shall be effective on the first day of the
payroll period in which the time and perfonence requireft!nts have been rnet. 1'le
City Manager, in r:ecoglition of ll"lusual circllhStances or:-extraordinary
performance, may authorize special IR&rit advancetnent.
In the event that a <:bwnward adjustment of a salary range iooicates a reduction
in the established salary of an individual eftl)loyee, the City Manager may, if
circ\J'nStances warrant, continue the salary for such anployee in an anDunt in
excess of the revised range mxinun fer a reasonable period of time. Such
interim salary rates shall be defined as "Y-rates".
1. Effective July 5, 1986, a salary increase of 5.0\ will be applied to the
salary ranges of the following classifications: Polioe Officer, Police
Agent, and Police sergeant. E-Step tx:>urly a.~ monthly maxim.ins will be as
follows;

2. Effective January, 1987, a salary increase of 2t will be applied to the
salary ranoes of the followino clasaificaticns: Police Officer, Police

Effective July 4, 1987, a salary increase of 5% will be applied to the salary ranges
of the following classifications: Police Officer, Police Agent, and Police Sergeant.

Persomel covered by this ~tion plan, in addition to the salary set forth in
Section I above, may receiw special roap!f"lsation as follows. Eligibility shall be
in conformance with the pterit Rules and Regulations and Administrative Directives
issued by the City Manager for the purposes of clarification and interpretation.
A. Annud Adjust.-nent
Annually, each employee who h:>lds a regular full-tine appointment in the
municipll service en or before July f !rst am continues in such. status through
the first pay period in Decenber shall receive, in addition to the salary
pcescribed herein, a salary adjusbnent equal to one ~rcent ( l\} of the
employee's current annal salary; or at the employee's option am Slbject to
management appt0Yal, 24 hours psid leave to be used price to the January 31
following. Annual adjustments or time off s.~11 be irorated to reflect
appointaent from January 1 through July l of the current year, oc interrupted
servke during the ,ear.
B. Overti• and In-Lieu Holiday Pay

conforaenoe with the Merit Rules and Ri!gulations and Aarlinistrative Directives.

credited overtime.

been worked, employees shall receiw a sewn percent pre1miun for all additiona.l
shifts wrked out of classification.
D. Nisiht Shift Differential
Night shift differential shall t:e paid at the t"ate of 5' to rept-esented classes

G. Tuition Reinbursement
The City will nrinburse expenses incurred under-the Tuition Reill'bursement Progr;-am
to a naxi:m.111 of $1000 per fiscal year. Up to $100 of the annual mximl.111 may be
used fbr reinbursing the purchase of tlOt'k-related books.

L. Retirement

2. Effective beginning with the pay period including Sept.erber l, 1984 the City
increased the pick-ql of ell1'loyee PERS contributions from 7rt; to 9•.
