RESOLUTION OF COUNCIL OF T~C-I-T-~~0-F-PALO ALTO
AMENDING SCHEDULE E-2 OF THE CIT'f OF
PALO ALTO UTILITIES RATES ANO CHARGES
PERTAINING TO COMMERCIAL ELECTRIC RATES
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto Muni-
cipal Code, Schedule E-2 {Commercial Electric Service) of the Palo Alto
Utilities Rates and Charges hereby is amended to read as shown on
Sneets E-2-1, E-2-2, E-2-3, and E-2-4, attached hereto and incorporated
herein.
SECTION 2. This Council finds that the revenue derived from the
authorized adjustments of said electric rates by the City Manager shall
be used only for the purposes set forth in the Palo Alto City Charter,
Article VII, Section 2, entitled •Public Utilities Revenue•. The adop-
tion of this Resolution is, therefore, specifically exempted under
Public Resources Code Section 21080(b) ( 8) from the requirements of
CEQA.
SECTION 3. The foregoing changes shall become effective July 1,
1986.

This schedule applies to electric service to all customers other than
separately metered single-phase service to single-family domestic dwellings.
This schedule applies to all three-phase electric service.
TERRITORY:
Within the incorporated limits of the City of Palo Alto and 1and owned or

Seasonal Rate Changes: The Su!fll'ler Period is effective May l to October 31
and the Winter Period is effective from Noverrt>er 1 to April 30. When the
period of service covered by a customer's bill is partly in the sunmer period
and partly in the winter period, the billing ~ill be computed by prorating
the total Kwh usage and the rate blocks applicable thereto, between the
two seasonal perfods according to the ratio of the number of days in each
seasonal period to the total number of days in the billing period.

Maid mum Demand Meter: Whenever the inonthly use of energy has exceeded 8,000
kilowatt-hours for three consecutive months, a max;mum demand meter will be
installed as promptly as is practicable and thereafter continued ;n service
until the monthly use of energy has fallen below 6,000 kilowatt-hours for
twelve consecutive months, whereupon, at the optior1 of the City, it may be
removed.
The maiimum demand in any A10nth will be the maximum average power in
kilowatts taken during any 15-minute interval in the month provided that in
case the load fs interllittent or subject to violent fluctuations, the City
may use a 5-~inute interval. A thermal-type demand meter which does not
reset after a defini~ time interval may be used at the City's option.
The b;lling demand to be used in computing charges under this schedule will
be the actual maxi11Um demand in kilowatts for the current month.
A minfri0m charge of Sl.00 per mo~th will apply to all accounts.

Where del hery hereunder h made at the same vol ~ge as that of the line from
which tht-service is supplied. a discount of 4 percent for higher than 12
kilovolts available line ~oltages and 3 percent for available line voltages
of from 2 kilovolts to 12 kilovolts will be allowed provided the City is not
required to supply service at a particular line voltage where it has, or will
install. ample facilities for ~upplying at another voltage equally or bet~r
suited to the customer's electrical reQufrements. The City retains the right
to change its line voltage at any time after providing reasonable adYance
notice to any customer receiving a discount hereunder ar.d affected by such
change. The custocner then has the option to change his system so as to
receive service at the new line voltage or to accept service {witnout voltage
discount) through transformers to De supplied by the City subject to a
maxiinum KYA size limitation.

Solar Energy Discount:

Upon approval by the City, a 10 percent discount will be applied to a
customer's electric bP1 if such customer has installed a solar energy system
and met the following criteria: (1) The solar energy system is in conformance
with the City's performance and aesthetic standards; (2) The solar energy
system is de~igned to provide for 50 percent or more of the residential
domestic water heating or space heating requirements; and (3) Appropriate
City permits are acquired.
Power Factor:
At the City's option, VAR-hour metering, used for power factor calculation,
will be installed on the service of any new custowier whose demand is expected
to exceed 300 kilowatts and upon the service of any existing customer wt·iose
demand has exceeded 300 kilowatts for three consecutive months. The City may
exercise the option of removing the VAR-hour metering from the service of a
customer whose demand has been below 200 kilowatts for four consecutive
months.
When such power-factor metering is installed on a customer's service, tt!e
total charge for any month's electric service as computed on ScheduiE! E-2
shall be decreased or increased, respectively, by 0.2 percent f~r each one
percent that the average power factor of the customer• s 1 oad during the montil
was greater or less than 90 percent. such average power factor to be computed
(to the nearest whole percent) from the ratio of lagging kilovoltamphere
hours to kilow~tt hours consumed during the month. This adjustment shall be
appliej to a customer's bill prior to the application of the primary-voltage
discount clause. Any electric service charge increase attributable to
customer's failure to achieve 90i of the average power factor is referred to
herein as the 11power factor penalty. 11
Before installing VAR-hour metering on an existing custor.ier's service, the
utility will measure the customer's power factor and notify the customer of
the result of the measurement.
The customer shall then be allowed 60 days to enter in a mutually agreed upon
factor correction program. The program zhall be based on the City's dollar
estimate of the annual potential power factor penalty. The customer shall
agree to insta.11 power-factor corrective devices on his system equivalent to
the annual dollar value of the City's estimate of the power-factor penalty.
This corrective program shall continue in effect at the initial power-factor

maximum of five (5) years, until the customer's power-factor reaches 90
percent for six (6) consecutive months. If the customer fails to achieve a
90 percent power factor for six (6) consecutive months during such five
(5)-year per~od, the power factor penalty shall then become effective on the
customer billing. During the time this agreement is in effect, the City
shall not impose any other power-factor penalty on the customer.
If the above agreement is not implemented, VAR-hour metering shall be
installed and the customer shall be billed in accordance with the above
provisions, including the power-factor penalty.
Contract Load Manage!e!!t Prysru
This optional program is available to all three-phase electric service
customers with average maximum demand greater than 500 kW and who can provide
at least 100 kW of load reduction. All conditions relating to the terms of
this program. including additional details, shall be covered by a service
contract. The City may request that the customer under certain conditions
curtail load or reduce load to the demand limit set under the contract's
terms.
The customer shail receive a credit ~~ $3.00 per kW load reduction period for
reduced load. A penalty of $3.00 per kW per load reduction shall be applied
consistent with the service contract when the customer fails to meet the
contract terms. Emergency load reductions may be requested from all
customers when required and are not considered load reduction periods under
the Contract Load Management Program.
All customers served under this program shall have a time-of-day metering
system installed by the City and an assigned number direct-dial telephone
1 ine may be required to be provided by the customer. If the Chy requires
the customer to provide a phone line, a compensatory credit will be applied
to the bill.

This optional program is available to all three-phase electric service
customers with average maximum demand greater than 100 kW who can provide at
least so kW of load reduction.
The customer shall receive a credit of $1.00 per kW per load reduction period
for reduced load. The load reduction shall be d~termined by the c~lculation
methods prescr;bed in the Contract load Management Program. f.mergency load
reductions may be requested from all custome-rs when required and are not
considered load reduction periods.
