WHEREAS, exi stf ng provfsfons of the California Constitution provf de that
Jud1cfa1, school, county, and city offices shall be nonpartisan; and
WHEREAS, the Supreme Court and the State of Calf fornf a has ruled that
neither the Cllf fornia Constitution nor the statutes prohfbf t political parties
or their central c0111fttees frOM supporting, endorsing, or opposing candidates
for nonpartisan offfce; and
WHEREAS, the concept of nonpartisan jcdf cf al and local elections has
worked tiel 1 for mre than 70 years and has 111lde a Njor contr1but1on to
Ca11fornfa's .ell-deserved reputation for effective local goverment; and
WHEREAS, judges and school, county, and cfty officials should be elected
for thefr ~d character. diligence and objectivity and not their par~
affiliation; a"d
WHEREAS, Wlfle po11tfca1 parties provide a needed function at the national
and state level. and very large 1eg1slat1ve bodies require party dhcfplfne fn

where polfcfes are negotiated and detel"8fned ~p1ra11y by nine or fewer elected

RESOLVED. that the Council of the City of Palo Alto does hereby support
Propos1tfon #49 which wfl 1 restore nonpartf sansh1p t.o local elections "11eh
have historically serv~ the citizens 1n Ca11fom1a in good stead.
