A RESOLUTION (f' THE COUNCIL CF THE CllY CF PALO AL TO
SUPPORTING PROPOSITION 147: GUARANTEEING THE VEHICLE
LICENSE FE~ AS A LOCAL GOVERNMENT REVENUE RESOURCE
WHEREAS, the Vehicle License Fee has been a major source of general fund
revenues for local government si11Ce 1935; and
WHEREAS, the Calffornfa State Legislature gave itself the authori~ cllring
the period of 1978 to 1984 to wf thhol d funds frOl'I the VLF to balance its OWi
budget; and
WHEREAS, during fiscal year 1981-82, state gover1111tent kept $270 mf11ton of
these tradf tional ly local 110vernment revenues for fts ot11n use; and
WHEREAS, during ffscal _year 1!Mt2-83. state goverraent appropriated $318.1
million to balance fts otim budget; and
WHEREAS, during fiscal year 1983-84, state goverrwent kept $374.3 mf11fon
for fts own use, for a total loss to local goverrment of $727.8 •1111on; and
WHEREAS, during each of those years, the Leg1sl ature ws .. able to
determine how RtUCh of these tradf tfonal ly local goverment revenues ft •ul d
need to balance f ts 01111 budget mlt11 after the ff seal year began; and
WHEREAS, such delays fn dtteraf ning how much revenues ul tf11ately would be
available to local gove"9tent threw the local goverrwent budget planning
process f nto df sarray; and
WHEREAS, the cftfzens of C11f forn1a's c1tfes and counties are best served
wht!n goverraent is f1B1ded through reliable, secure and very predictable
revenues; now, therefore be 1t
RESOLVED, that the Council of the City of Palo Alto does hereby support
Pr~~sf tfori #47, tilhfch will constitutfonally guarantee the Vehicle Ucertse Fee
as ~ loc~·, goveriwent rev(!nue source.
