RESOLUTION NO. 6510
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING THE USE OF 1986-87 COMMUNITY DEVELOPMENT
hLOCK GRANT FUNDS
WHEREAS. on October 1, 1984, the City Council adopted a
three-y~ar Community Development Block Grant (CDBG) Plan (1985-86,
1986-87 and 1987-88)1 and
WHEREAS, the 1986-87 CDBG funds are proposed in order to
implement the following programs: and
WHEREAS, potential uses of Federal CDBG funds have been
evaluated in light of the needs of the community, as identified in
the 1985-88 CDBG Plan and the recommendations and comments of the
Citizens' Advisory Committee and other interested citizens1 and
WHEREAS, the Finance and Public Works Committee and the City
Council have held advertised public hearings on the proposed use
of 1986-87 Community Development funds: and
WHEREAS, it is the intent of this program to give the highest
priority to activities \rlhich will benefit low/moderate income
persons.
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The use of 1986-87 CDSG funds is adopted for the
following programs:
1. Housing Improvement Program -City:
2. Rental Housing Acquisition Program -
Palo Alto Housing Corporation (PAHC):
3. PAHC Administration -PAHC:
4. Lytton Garden Facility Expansion -
Lytton Gardens:
5. Residence for Handicapped -Mountain View
Center for Independent Living:
6. Stevenson House Fixtures -Stevenson House:
7. Fair Housing Services -Midpeninsula
Citizens for Fair Housing:

SECTION 2. City staff is authorized to submit the appropri-
ate appl1ca t1on forms for 198 6-87 CDBG funds, with such money to
be used as indicated in the adopted 1985-1988 Community Develop-
ment Plan and the Mayor, City Manager and other appropriate City
officials are authorized to sign the application forms wherever
necessary.
SECTION 3. The council of the City of Palo Alto finds that
this is not a project under the California Environmental Quality
Act, and, therefore, no environmental impact assessment is neces-
