On January 20, 1986 th 1s Counc 11 adopted Re so 1ut1 on No. 6485, A Piesolution of Preliminary Determfnat1on and of Intention to Make Acquisitions and Improvements; Section 2. Notice of the time and place of hearing protests in relation to said proposed acquisitions and improvements was duly g1ven and all written protests and other written commun1cat1ons were publicly read at said hearing and all persons desiring to be heard were fully heard; Section 3. That protests against said acqu1sit1ons and improvements, and/or matters related thereto, were not signed and duly filed by the owners of a majority or 1nore of the area of the lands w1th1 n the assessment d1str1ct, or of the area of the lands within the assessment district assessed for the costs and expenses of said acquisft1ons and improvements.
