HomeMy WebLinkAboutRESO 6435ORIGINAL RESOLUTION NO. 6435 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING SCHEDULES E-1, E-2, E-3 AND E-4 OF THE CITY OF PALC ALTO UTILITIES RATES AND CHARGES PERTAINING TO ~OMESTIC, COMMERCIAL, CUSTOMER-OWNED GENERATION AND STREET AND HIGHWAY LIGHTING RATES The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, Schedules E··l (Domestic Electric Service), E-2 (Commercial Electric Service}, E-3 (Customer-Owned Generation) and E-4 (Street and Highway Lighting) of the Palo Alto Utilities Rates and Charges hereby are amended to read as shown on Sheets E-1-1, E-2-1, E-2-2 1 E-2-3, E-2-4, E-3-1, E-4-1 1 E-4-2, E-4-3, and E-4-4, respectively, attached hereto and incorporated herein. SECTION 2. This Council finds that the revenue derived from the authorized adjustments of said electric rates by the Ci~y Manager shall be used only for the purposes set forth in the Palo Alto City Charter, Article VII, Section 2, entitled "Public Utilities Revenue". The adoption of this Resolution is, therefore, specifically exempted under Public Resources Code Section 21080(b) (8) from the requirements of CEQA. SECTION 3. The foregoing changes shall become effective November 1, 1985. The Ci~ may exercise the option of ranoving the VAR-hour metering fran the service of a customer whose demand has been below 200 kilowatts for four consecutive months. Before instal 1i ng YAR-hour metering on an ex.1 sting customer's service, the utility will measure the customer's power factor and notify the customer of the result cf the measurenent. The customer shall then be allowed 60 days to enter 1n a mutually agreed upon factor correction progrmi. The program shal 1 be based on the City's dollar estimate of the annual potential power factor penalty. During the time this agreement is 1n effect, the City shall not impose any other power-factor penalty on the customer. If the above agreement is not implemented, VAR-hour metering shall be installed and the customer shall be billed in accordance with the above provf sions, i ncludf ng the power-factor penalty. The City may request that the customer under certain conditions curtail load or reduce load to the demand lfmft set under the contract's terms. The customer shall receive a credit of $1.25 per k.W per load reduction period for reduced load. If the reduced load fs not at lea.st the curtailable load or ff the demand lfmft fs exceeded during the load reduction period. a penalty charge of $2.50 per kW per load reduction shall be applied t.o the curtailment deficit or excess demand. The load reduction period is the period, typically four to six hours, over which the customer load curtaflment or demand limit is requested. Emergency load reductions may be requested from a11 customers when required and are not considered load reduction periods. The average of the three highest weekday maximum demands for the bil H ng period, excluding load reduction periods~ shall be the base demand from which ·~ load reduction will be detennfned. The reduced load shall be the custamer s base demand less the maximum demand occuring durfng a load reduction period. Type of SeNice: This schedule 1s applicable to series c1rcu1t and multiple street lfght1ng systems to which the Cfty will deliver current at secondary voltage. Unless otherwfse agreed, multiple current wfll be delivered at 120/240 volts, three-wire, s1ngl~phase. Annual Burning Schedule: The above rates apply to lamps which will be turned on and off once each night in accordance with a regular burning schedule agreeable to the customer but not exceeding 4, 100 hours per year for all- night service and 2~050 hours per year for midnight service. Maintenance: The rates under Cl nss C f nclude al 1 labor necessary for replacement of glassware and for inspection and cleaning of the same. Maintenance of glassware bJ the Cf ty 1s limited to standard glassware such as is cor.wnonly used and manufactured 1n reasonably large quantities. A suitable charge wil 1 be made for maintenance of glassware of a type entailing unusual expense. Class Crates applied to a~ agency other than the City of Palo Alto also include pafnt1ng of posts wfth one coat of good ordinary paint as required to maintain good appearance but do not include replacement of posts broken by traffic accidents o~ otherwf se. f. Multflamp Electrolfers: The above charges are 11ade on per-lamp basis. For posts supportfng one or more lamps, where the lamps are less than nine feet apart. the above charges for Cl ass C w111 be reduced by 6 percent g. h. j. k. computed to the nearest whole cent, for all lamps other than the first one. Street Light Lamps, Standard and Nonstandard Ratings: The rates for incandescent lamps under Class A are applfcab1e for service to regular street lamps only and must be 1 ncreased by 6 percent, cCJnputed to the nearest whole cent, for service to grouirreplacement street lamps. The rates under Class C are app1 icable to both regular and group--repl acenent street lamps. Continuous Oferation: The rate for continuous 24-hour operation under Class A servfce wi 1 be twfce the all-night rate. Sys tan Owned In-Part ~i Ci~: Where, at custotner' s request, the City fnstalls, owns, and ma ntafis any portion of the lighting fixtures, supports, and/or interconnecting cfl"cui ts, an extra 11<>nthly charge of one and one-fourth percent of the City's estimate of additional investment shall be made. Rates For Lamps Not on Schedu1e: In the event a custmer fnstal ls a lamp which is not presently represent'!d on this schedule, the utility will prepare an i nteri11 rate reflecting the ut11 i ty' s estimated costs assoc1 a tad with the specific lamp size. This fnter1m rate will serve as the effective rate for billing purposes until the new lamp rating is added to Schedule E-4.
