RESOLUTION NO. 6431
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE
REGIONAL COMPETITIVE PROGRAM OF THE CALIFORN!A PARK
AND RECREATIONAL FACILfTIES ACT OF 1984 FOR GREER
PARK
WHEREAS, the people of the State of California have enacted the
California Park and Recreational Facilities Act of 1984, which provides
funds to the State of California and its political subdivisions for
developing facilities for public recreational purposes: and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program
wi tr.in th~! state, setting up necessary proc,1:1dures governing application
by local agencies under the program1 and
WHEREAS, said procedures established by the State Department of
Parks and Recreation require the applicant to certify by resolution the
approval of applications before submission of said applications to the
state; and
WHEREAS, said applicatio11s contain assurances that the applicant
must comply with1 and
WHEREAS, the applicant agency will enter into an agreement with
the State of California for development rehabilitation or restoration
of the project;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE:
SECTION 1. The City approves the filing of an application for
1985 state grant assistance for the Greer Park project.
SECTION 2. The City certifies that it understands the assurances
and certification in the application.
SECTION 3. The City certifies that it has or will have sufficient
funds to operate and maintain the project.
SECTION 4. If the project is selected for state grant funding,
the City certifies that it will provide construction plans and specifi-
cations to the state within one year of the appropriation of funds
under this program and will commence work immediately after state
approval.
SECTION 5. The City appoints the City Manager or his designee as
agent of the City to conduct all negotiations, execute and submit all
documents including but not limited to applications, agreements, amend-
ments, payment requests, and so on, which may be necessary for the
completion of the aforementioned project.
SECTION 6. The Council of the City of Palo Alto finds that this
is a project under the California Environmental Quality Act7 an
Environmental Assessment has been completed, and the project has
received a negative declaration.
