RECOGNIZING THE OUTSTANDING CONTRIBUTIONS OF VIRGIL CARTER
TO PALO ALTO'S DOWNTOWN ARCHITECTURAL CHARETTE
WHEREAS, from Nove11ber 2 through November 4, 1984, the
Downtown Archit&ctural Charette was held fn Palo Alto; and
WHEREAS, Architectural Review Board Chatrman Virgil Carter
worked w1th .. Professor Paul Neel and twenty-three graduate
architectural students fro., Ca11fornia Polytechnic State University
at San Luf s Obispo; and
WHEREAS, V1rg11 Carter worked diligently and creatively for
two days and nights providing leadership and assistance to the ftve
teams of students; and
WHEREAS, each team presented 1nnovative and thought provoking
conceptual designs at a public presentation on November 4, 1984; and
WHEREAS. the scope of these des1gn assign11ents included: a)
how potent 1a1 growth could be reduced in Downtown Pa 1 o Al to; b) hov
traffic and p~rk1ng could be 1mproved 1n selected areas of Downtown;
c) how to protect adjacent ne1 ghborhoods f ro11 Downtown traff 'le; d)
concepts on v1s1onary uses of nearby Southern Pac1f1c land; and
WHEREAS, 11ellbers of the City Council, Planning Co••issfon,
Architectural R•v1ew Board, Hf storic Resources Board, and c1t1zens of
Palo Alto appreciate the extraord1nary efforts and leadership
contributed by V1rg11 Carter during the Architectural Charette.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City
of Palo Al to hereby gratefully records 1ts appreciation and
congratulations, as well as the appreciation of the com•untty, for
the outstanding ach1evements and hard work of V1rg11 Carter.
