RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING SCHEDULES E-1, E-2, E-3 AND E-4 OF THE CITY OF
PALO ALTO UTILITIES RATES AND CHARGES PERTAINING TO
DOMESTIC, COMMERCIAL, CUSTOMER-OWNED GENERATION
AND STREET AND HIGHWAY LIGHTING RATES
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION l. Pursu~nt to Section 12.20.010 of the Palo Alto
Municipal Code, Schedules E-1 (Domestic Electric Service), E-2
(Commercial Electric Service), E-3 (Customer-o~ned Generation) and E-4
(Street and Hii;hway Lighting) of the Palo Alto Utilities Rates and
Charges hereby are amended to read as shown on Sheets E-1-1, E-2-1,
E-2-2, E-2-3, E-2-4, E-3-1, E-3-2, E-4-l, E-4-2, E-4-3, and E-4-4,
respectively, attached hereto and incorporated herein.
SECTION 2. This Council finds that the revenue derived from the
authorized ad3ustments of said electric rates by the City Manager shall
be used only for the purposes set forth in the Palo Alto City Charter,
Article VII, section 2, entitled •public Utilities Revenue•. The
adoption of this Resol\;<lion is, therefore, specifically exempted under
Public Resources Code Section 21080(b) (8) from the requirements of
CEQA.
SECTION 3. The foregoing changes shall become effective December
3, 1984.

Upon approval by the City. a 10 percent discount will be applied to a
custOMer's electric b111 if such cust0111er his 1nst111ed a solar energy
systea and 111et the following cr1ter11: (1) The solar energy systtftl is 1n
confonaance with the City's perfon11nce and aesthetic standards• (2) The
solar energy systeni is designed to provide for SO percent or aore of the
res1dent1a1 doniest1c water heating or space heating requ1re.ents; and
(3) Appropriate City pen11ts are acquired.
Pwer Ftctor:
At the City's option, YAR·hour metering, used for power factor calcu-
lation. w111 be installed on the service of any new custa11er whose
deund 1 s expeeted to exceed 300 kil.,..&tts and upon the service of any
ex1st1ng customer whose delunA tlas exceeded 300 kilcaRtts for three
consecutive llOrtths. The ~ity aay exercise the option of removing the
VAR-hol!r •ter1ng frOll ttte service of 1 customer whose demand has been
below 200 k1low1tts for four consecutive 110ntbs. -
When such power-factor metering 1s installed on a casta.er's service.
the total charge for any 11onth's electric ser-v1ce as caaputed on
Schedule E·Z shall be deer-eased or 1ncl"eased. respect1we1y. by 0.2
percent for each one per~ent that tlle average power factor of the
custoaer's load during the 110nth was treater or less than 90 percent.
such average power factor to be ca.puted (to the nHrest whole percent)
fro. the ratio of lagging k11ovolt.-phere hours to kilowatt hours

his system equivalent to the annua1 do11ar value of the City's estimate of
the power-factor penalty. Th1s correct1ve program shall continue 1n effect
at the 1n1t1a1 power-factor aver•ge up to a MIX1llWI of five (5) years, until
the cust011er's power-factor r-eaches 90 percent for stx (6) consecut'-ve
months. If the custoiwer fa11s to achieve 1 90 ?ercent power f•ctor for six
(6) consecut1ve 110nths during such five (5)-year period. the power factor
penalty shall then becOllle effective on the custOller b1111ng. blr1ng the
t1•e this agl"'eement 1s 1n effect. the C1ty shall not impose any other
power-factor penalty on the cust<111er.
If the above agreement 1s not t111>le.ented. VAR-hour imeter1ng shall be
installed and the custOMer shall a,. billed 1n accordance w1th the above

The following rites shall 1pply to cust011er-owned generating fac11it1es.
F1r11 power shall be defined as power that can be exactly interchangeable with
the ut11it)''s current resources. Non-f1ra pOMer shall be defined as that power
which 1s available to the ut111ty on a randoa bas1s and ~o schedule or control
shall be 1va11tble for such power. Such determ1nat1on shall be •ade by the
utfltty after reviewing the character of such power generated w1th respect to
reliability. scheduling. 1v111ab111ty, teras and cond1t1ons. scheduled outages.

120/240 volts. three-wire, single-phase. In eert11n localities the Ut111ty
1141 supply service from 120/208 volt star-connected polyphase 11nes 1n place
of 240-volt service. Single phase serv1ce from 480-volt sourc~s will be
1v1111ble 1n certain areas at the option of the Utility when this type of
service 1s practical fro• the ut111ty's eng1neer1ng standpoint. All

Switch1nf: Switching w111 be perfonaed by the City of Palo Alto (on the
tfty's s de of points of delivery) and no charge will be .ade frr switching

separately switched, 1nclud1ng all limps on the c1rcu1t whetber sarved under
this schedule or-not; otherwise. an extra charge of $2.50 per llOftth will be

Annual Burning khedule: The •bove rates apply to l111Ps •hich w111 be turned
on and off once each night 1n 1ccordance with 1 regular burniftl sct.edule
agreeable to the custa11er but not exceeding 4,100 hours per 1ear for 111-
night serv1ce and 2,050 hours per 1ear for •1dn1gbt service.
M11nteunce: The rites under Class C include 111 labor necessary for
rep1acesent of glassware and for inspection and 'leaning of tlte same.
Maintenance of glassware by the C1t1 1s 11•1ted to standard glassware such
as 1s c~ly used and .anufactured 1n reasonably large quantities. A
suitable charge w111 be rude for ••1ntenance of glassware of• t1pe
enta111ng unusual expense. ~er Class c. the rates include .. 1ntenance of
