RESOLUTION OF THE COUNCIL OF THE C ITI' OF PA[O Al TO IN OPPOSITION
TO PROPOSITION 41 (LIMIT PUBLIC AID ANO MEDICAL ASSISTAtlCE PROGRAMS)
WHEREAS, an initiative has been placed on the November 1984 ballot
which would limit public aid and medical assistance programs; and
WHEREAS, this Proposition would add a provision to the state Welfare
and lnstitut;ons Code to limit public assistance ~nefits and
administrative spending in several jointly-or~rated federal-state-local
welfare programs; and
WHEREAS> those program expenditures ~uld be limited to 110 percent of
the national average, excluding california, as determined by the
California Publfc Assistance C0tm1ission; and
WHEREAS, state support for the following programs would be severely
1 imft,,d: Aid to Fami 1 i es with Dependent Chi 1 dren, inc 1 udi ng foster
care; Med1-cat, 1ncluding aged, blind, and disabled; suppleme"ltal food;
c:npl oyment preparation; work incentive; dependent adults; and family
planning; and
WHEREAS, since existing state ~aws require counties to provide general
relief and general assistance to persons not aided by other programs,
the reduttion in state expenditures if thf s Proposition is approved
will result in a cost shift to county and local governments;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as
follows:
SECTION 1 The Council of the City ~f Palo Alto oppos~s the passage of
~oposition 41 on the November 1984 ballot.
