RESOLUTION OF THE COUNCIL OF THE "'C1T1 ~LO AL TO IM SUPPORT
OF PROPOSil ION 27 (HAZARDOUS SUBSTANCE CLEANUP BOUD ACT Of l 9R4)
WHEREAS, the California State Legislature and the Governor of the State
of California have reviewed and placed Proposition 27, the Hazar.:!ous
Substance Cleanup Bond Act of 1984, on the November 1984 ballot; and
WHEREAS 1 if approved the act will provide One Hundred Million Dollars
($100,000,000) to fund hazardous waste cleanup; and
WHEREAS, eighty percent (80%) of the state's toxic dump sites are
leaking into groundwater; and
WHEREAS. less than Ten Millio,1 Dollars {510,000,0110) annual1y has been
set aside for the purpose of site cleanup; and
WHEREAS, the bond f!'leasure wi 11 be paid for from industry funds and wi 11
not be a taxpayer cost; and
WHEREAS, the Proposition would require the Attorney 'leneral to recover
from responsible parties the cleanup costs paid by bond funds,
establish a binding arbitration panel to apportion ~osts M1ong liable
parties, and establish strict liability as the legal standard for
re~overing the cost of cleanup; and
WHEREAS. approval of this Proposition will spef!d up hazardous waste
site cleanup;
NOW, THEREFORE, the Council of the City of Pa1o Alto does RESOLVE as
follows:
SE~TION l. The Council of the Cfty of Palo Alto supports the passage
of Proposition 27 on the ft\vember 1984 ballot.
