RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN FOR MANAGEMENT PERSONNEL
AND COUNCIL-APPOINTED OFFICERS ANO RESCINDING
RESOLUTION NO. 6282
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to the provisions of Section 12 of Article
III ol the Charter of the City of Palo Alto, the Compensation Plan as
set forth in Exhibit •A• attached hereto and made a part heceof by
reference, is hereby adopted for management personnel and Council-
appointed officers effective June 23, 1984.
SECTION 2. The Compensation Plan adopted herein shall be adminis-
tered by the City Manager in accordance with the Merit System Rules and
Regulations.
SECTION 3. The Compensation Plan shall continue in effect until
amended or revoked by the Council.
SECTION 4. The Director of Finance is hereby authorized to imple~
ment the Compensation Plan adopted herein in his prepa~ation of forth-
coming payrolls. He is further authorized to mak1 ch~nges in the title
ot employee classifications identified in the Table of Authorized Per-
sonnel contained in the 1984-85 budget if such title~ have been changed
by the Compensation Plan.
SECTION s. Resolution No. 6282 is hereby ret~cinded.
SECTION 6. The Council finds that this is not a project und~r the
California Environmental Quality Act ande therefore, .. environmental
impact assessment is necessary.

L. Reimbursement for Relocation Expense

The City of Palo Alto will p:ovide a Basic Relocation Henefits Package for all
new managenent errployees. In aa:Iition, upoo the approval of the City Manager or
designated subordinate, Relocation Henefits will be available to oon-management
positions. Provisions of •aptional Benefits• Ct:' portions thereof, axe intended
vnly for rare instances and requh:e the awrOYal of the City Manage't".
Oualifications
In order to <Jlalify for relocation benefits, the following oonditions mst be
met:
1. The Ell'l\)loyee lll.JSt q..ialify for !ibv'ing Expense Deductions as contained in the
Federal Tax Regulations fer tro year in which the JOOYe occurred.
2. Actual relocation, or oontracts designed to establish a fixed cb'l\icilP., shall
occur within six months of the initial date of euplo:vment.
3., Existirq E11Ployees pranoted to a covered [:DSition are oot eligible.

5. Provisions of optional benefits is contin;Jent upon acceptance of a one-year

the actual time of City service.
Basic Package
l. Qtployment Trip -Actual and reasonable expenses will be provided or
reimbursed by the City for travel oosts, met'l.ls am lcdJiBJ for candidates out
of the local area. The loeal area is defined as all cities ur t.owns located
within a 100 mile radius of the City of Palo Alto. Travel cost.~
rei~ is restricted to the lesser of car:tYal carrier rates <X" the
established City rate foe autald>ile use. Costs fer meals are restricted to
the established City per diem rates.

traveled. Per diem is allowed at established City rates for enployee and

Public Enployees' Retirement System (PERS} contribution. such pick-up
contritutions shall be paid bf the City in lieu of eflt)1C1tee contriD.ltions
notwithstanding the fact t!"lat such pick-up of contrib...ttions may be designated as
esTQlC'P.{ee contriootions for purposes of PERS. This provision shall apply to the
City Manager, Attorney, Clerk, Aa.rli tor and oon-COUncil-eppoi nted regular
management errplcyees.
Effective with the pay period includir¥J July 1, 1984 for sworn police and fire
management enopl~-ees the City shall pick-up nine percent {9%) of the errployee's
mandatory PERS cootribution.
