RESOLUTION NO. 6284
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPEN~ATION PLAN FOR POLICE NON-MANAGE-
MENT PERSONNEL AND RESCINDING RESOLUTION NO. 6097
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION l. Pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Compenstion Plan as
set fortt. in Exhibit "A" attached hereto and made a part hereof by
reference, is hereby adopted for po~ice non-managem~nt personnel
effective June 23, 1984.
SECTION 2. The Compensation Plan adopted herein shall be adminis-
tered by the City Manager is accordance with the Merit System Rules and
aegulations.
SECTION 3. The Compensation Plan shall continue in effect until
amended or revoked by the Council.
SECTION 4. The Director of Finance is hereby authorized ~o imple-
ment the Compensation Plun ado~ted herein in his preparation of forth-
coming payrolls. He is further authorized to make changes in the title
of employee classification~ identified in the Table of Authorized
Personnel contained in the 1984-85 budget if such titles r.ave been
changed by the Compensation Plan.
SECTION 5. Resolution No. 6097 is hereby rescinded.
SECTION 6. The Council finds that this is not a project ~nder the
California Environmental Quality Act and, therefore, no environmental
impact assessment is necessary~

SECI'IOO I. SALARY
A. salary ~e Tables
Personnel covered by this plan shall recei'1e cx::rrpmsation within the salary
rar¥Jes set forth in the Salary Range Tables that follow sect ion II. The
salary range for each position classification title and rvmber is expressed
in bi-\Eekly and/or }'x)urly ra~es alOfl'J with the approximate monthly and/or
annual equivalent.
B. Establistment of salary
The City Manager is authorized to make apointments to or cw:1vancernents within
the prescribed ranges upon evaluation of employee qualif i.catioo and
pet'fOnnance.

In the event that a downward adjustment of a salary rarge iooicates a

of time. SUch interim salary rates shall be defined as •Y-rates•.

Section I above, may receive special conpensation as follcws. Eligibility shall be

A. Annual Adjustment
Annually, each arployee who holds a regular full-time appoinbnent in the
nunicipal servioe on or before July first aoo continues in such status through
the first pay period in Decanber shall receive, in addition to the salary
prescribed herein, a salary adjustment equal to ona percent (1%) of the
enployee's current annual salary; or at the enployee 1s cption and subject to
nanagenent approw.lf 24 hours paid lea~ to be used prior to the January 31
followiDJ. Annual adjustments or time off shall be ~rated to reflect

B. OWrtime arx3 In-Lieu Holiday Pay

confornance with the Merit Rules and Regulations and Administrative Directives.
Calpensatoey time off which is approved by managanent in lieu of overtime payment
on a staffi~ available basis will be taken at the rate of l 1/2 hours for every
hrur of credited CNertime.

Within each biweekly pay period. after me shift in a higt-.er classification has

Night shift differential shall be paid at the cate of 5% to represented classes
for all hours 11rC>rked betwaen 6:00 p.m. and 8:00 a.m. Vacation pay for enployees

relating to night shift hOurs regularly '-'Orked.

E. Parking in Civic Center Garage
enployees in rep~3sented classes shall be entitled to free parking in the Civic
Center Garage.
F. Personal Developnent Pr9gram
Pursuant to administrative rules governing eli~ibility and qualification the

The City will reimburse expenses incurred under the 'T'-.:ition leirnbursernent Program
to a maxi.mun of $1000 per fiscal year. Up to $100 of the annual maxirnun may be
used for reimbursing the purchase of work-related tx:x>ks.

L. Uniform Purchase Plan

H. Retirement
1. Effective July 1, 1983 the City shall pay seven percent (7/9ths) of the
ent>loyee's ~i.ne percent Public Eh1;>loyees' Fetirenent SystErn contribution
costs.
