HomeMy WebLinkAboutRESO 6280~ .. • RESOLUTION NO. 6280 RE~OLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO IN SUPPORT OF ACA 75 (SHER) WHICH WOULD CONSTITUTIONALLY PROTECT WATER RESOURCES AT THEIR ORIGIN. WHEREAS, proposals are currently before the State Legislature which would perr.:it the t:dnsfer of wat~r fr001 ncrthern to southern California without adequate environmental protections; anu WHEREAS, the prot~ction, conservation, control, and appropriate use of waters in the Sdcramento-San Joaquin Delta is essential for the public good; and WHEREAS~ water from northern California river systems must not be exported unless expressly authorized by the electorate or by two-thirds vote of ~he Legislature; and WHEREAS, wJter qua lit~· standards must be adopted by the State Water Resources Control Board for the protection of San Francisco Bay; and WHEREAS, The hist:>rical population levels of fi~h and wildlife in San Francisco Ba.:1 must be restored and maintained; and WHEREAS, a watershed must not be deprived d;rectly or indirectly of the prior right to all the water reasonably required to adequately supply the beneficial needs of the watershed or any of the inhabitants or property owners therein; and WHEREAS. the cost of any de1ta facility allocated to the export of water must be paid by the beneficiaries of the water supply and not by others; and WHEREAS, conditions must be established governing the use of state facilities to transport water to the Federal Central Valley Project; and WHEREAS, Assembly Constitutional Pmendment 75 {Ar.A 75), if enacted, would provide all the foregoing guarantees and protections for water supply, water rights, water quality, and the environment; and WHEREAS, ACA 75, if enacted, would add to the Galifornia State Constitution the provisions of the Delta Protection Act and the "county of ori gi n11 and "watershed protection" statutes; and WHEREAS, THE EFFECT OF THE PROVISIONS OF ACA 75 upon the City of Pa 1 o Al to and ttie South Bay environment would be si gnifi ca:it 1 y beneficial; . .. • NOW THEREFORE, the Council of the City of Palo Alt~ does RESOLVE as follows: SECTION 1. To urge the members of the Seate Legislature to approve ACA 75 and place it before tr.a voters of California as promptly as possible. SECTION 2. To urge the California electorate to approve ACA 755 when 1t appears on the statewide election ballot. SECTION 3. To commend Assemblyman Byron Sher for his efforts to 1mpose meaningful and lasting environmental protections on northern California waters. SECTION 4. The Cou~cil finds that none Qf the provisions of this resolution will have a significant environmental impdct.
