RESOLUTION NO. 6253
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING THE USE OF 1984-85 COMMUNITY DEVELOPMENT
BLOCK GRANT fONDS
WHEREAS, on January 11, 1983, th~ City
three-year Cornmuni ty Development Block Grant
1983-84, and 1984-85); and
Council
( CDBG)
adopted a new
Plan { 1982-83,
WHEREAS, the 1984-85 Community Development Block Grant Funds are
proposed in order to implement the following plans and programs; and
WHEREAS, potential uses of federal Cornmuni ty Development Block
Grant funds have been evaluated in light of the needs of the community
as identified in the 1982-85 CDBG Plan and the recommendations and com-
ments of the Citizens' Advisory Committee and other interested citi-
zens; and
W~ERE~S, the Finance and Public Works Committee and the City
Council have held advertised public hearii1gs on the proposed use of
1984-85 Community Development Funds; and
WHEREAS, it is the intent of this program to give the highest
priority to activities which will benefit low/m~derate income persons1
and
WHEREAS, on March 12, 1984, the 1984-895 CDBG Program was origi-
nally approved by the City Council; however, an additional public
hearing is required because of recent federal regulations changing
noticing and program procedures.
WHEREAS, it is also necessary to amend the 1982-85 Community
Development Block Grant Plan to incorporate information required by new
HUD regulations;
NOW, THEREFORE, the Council of ~he City of Palo Alto does RESOLVE
as follows:
SECTION 1. The Council hereby adopts the use of 1984-85 Community
Development Block Grant funds for the followng programs:

*Housing Land Bank will recieved monies from Terman land sale of
up to $152,320.
SECTION 2. The Council hereby authorizes staff to submit the ap-
propriate application froms for 198 4-85 Community Development Funds,
including the 82-85 Community Development Block Grant plan which has
been amended to include a relocation plan, and to describe the use of
CDBG funds, and to assess whether funds have been used to meet local
and national objectives, with such money to be used as indicated in the
adopted Community Development Plan and Programr and hereby authorizes
the Mayor, the City Manager and other appropriate City officials to
sign the application forms wherever necessary.
SECTION 3. The Council finds that this is not a project, and
therefore, no environmental impact assessment is necessary.
