COUNCIL O~ THE CITY OF PALO ALTO APPROVING THE USE OF 1984-85 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS WHEREAS, on January 11, 198 3, the three-year Com.~unity Development Block 1983-84, and 1984-85); and City Grant Council (CDBG) adopted a new Pla.n (1982-83, WHEREAS, the 1984-85 .Community De:velopment Block Grant Funds are proposed in order to implement the above plans and progam; and WHEREAS, potential uses of federal Conununi ty Development Block Grant funds have been evaluated in light of the needs of the community as identified in th~ 1982-85 CDBG Plan and the recommendations and com- rn3nts of the Citizens' Advisory Committee and other interested citi- zens: and WHEREAS, the Finance and Public works Committee and the City Coun- ci ~have held advertised public hearings on the proposed use of 1984-85 ';ormnuni ty Development Funds 1 and WHEREAS, it is the intent of this program to give the highest priority to activities which will benefit lo~/moderate income persons1 and WHEREAS, it is necessary to amend the 1982-85 Comm1Jnity Develop- ment Block Grant Plan to incorporate information required by new HUD regulations; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The Council hereby adopts the use of 1984-85 Community Development Block Grant funds for the following programs: 1. Shared Housing Program -Catholic Social Services 2. Tenant/Landlord Information and Referral Service 3. Housing Improvement Program 4. Palo Alto Housing Corp-Contract 5. Housing Corporation -Rental Housing Acquisition Program 6. Acquisition of Real Property -Peninsula Children's Center 7. Stevenson House Roofing 8. senior Housing Counseling -Senior Coordinating Council 9. Senior Home Repair -Senior Coordinating Council 10. Housing Land Bank 11. Emergency Housing for Families - Emergency Housing consortium $ 10,000 10,500 170,000 75,500 140,000 25,000 25,000 10,000 15,000 • . .. .... . ' 12. The Council hereby authorizes staff to submit the ap- propriate application forms for 1984-85 Community Development Funds, including the 82-85 Community Developrnent Block Grant plan which has been amended to describe the use of CDBG funds and assess whether funds have been used to meet local and national objectives, with such money to be used as indicated in the adopted Cowmunity Development Plan and Program; and hereby authorizes the Mayor, the City Manager and other appropriate City officials to sign the application forms wherever necessary. SECTION 3, The Council finds that this is not a project, and therefore, no environmental impact assessment is necessary.
