RESOLUTION NO. 6223
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING TttE PALO ALTO COMPREHENSIVE: PI,AN WITH
REGARD TO DEVELOPMENT ON CITY-OWNED LANDS IN THE
~AST SAYSHORE AREA
WHEREAS, the Planning Commission on December 14, 1983, held a
properly-noticed public hearing to consider amendments to the Palo Alto
Comprehensive Plan.
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follo·ws:
SECTION 1. The Council finds that changed conditions and the
public interest, health, safety, and welfare require amendment to the
Palo Alto Comprehensive Plan as set forth in Section 2 hereof.
SECTION 2. The Council hereby amends the Palo Alto Comprehensive
Plan by adding new ~omprehensive Plan Transportation Programn 19a and
explanatory text as follows:
•program l9a: In evaluating proposals for
development on City-owned lands east of Bayshore
Freeway, a determination should be made as to
whether public benefit and need outweigh potential
traffic increases generated by the development.
Traffic congestion at the intersection of
East Bayshore and Embarcadero Roads has become
se9ere. About 60 percent of the peak hour traffic
now using the intersection comes from nearby pri-
vate development. In 1983, the City imposed new
growth restrictions primarily affecting private
development (Employment Pro9rams 1a and lb and new
zoning districts). The City has major public
utility, service and recreational facilities in
this area which provide citywide services and,
thus, public benefits that are not comparable to
those provided by private businesses. These facil-
ities generate about twenty percent of the traffic
which passes through the problem intersection.
(The remainder is from East Palo Alto). Expansion
of City facilities is sometimes needed to meet
public needs. Any traffic increases caused by the
expansions must be carefully evaluated.•
SECTION 3. The Council hereby finds that the adoption o! these
amendments to the Palo Alto Comprehensive Plan will not cause any
significant environmetnal impacts.

guidelines and pl"'OCedures adopted by the City of Palo Alto, and therefore

The project qualifies for a categorical Exemption (Class } under CEQA
guidelines and procenures adopted by the City Of Palo Alto, and no further
environmental assessment iS neces~ary.
