RESOLUTION NO. 6218
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
SUPPORTING THE POLICIES OF 'fHE SAN FRANCISCO BAY
CONSERVATION AND DEVELOPMENT COMMISSION
WHEREAS, the San Francisco Bay Conservation and Development Com-
mission {BCDC} has aaministered the San Francisco Bay Plan since 1965
pursuant to legislative mandate; and
WHEREAS, BCDC has gained a solid reputation as an ager.cy committed
to fair administration of the McAteer-Petris Act (BCDC 1 s enabling
legislation); and
WHEREAS, under the protection of BCDC, San Francisco Bay has
actually increased in size in recent years; and
WHEREAS, under the administration of BCDC, 90 miles of useful
public access to San 1''rancisco Bay (up from 1 O miles) has been made
available to the public since 1965; and
WHEREAS, BCDC has followed a balanced approach by approving $1.5
billion worth of improvements in and along San Francisco Bay over the
last 10 years while also minimizing bay fill; and
'WHEREAS, criticism has been expressed that BCDC has been unduly
hard on permit applicants; and
WHEREAS, there is concern that BCDC may respond to such criticism
by weakening some of its policies such as policies requiring a minimum
of bay fill, mitigation as an offset for bay fill, or maximum feasible
public access.
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION 1. To support the record of BCDC in its administration of
the San Francisco Bay Plan since 1965 and believes that BCDC has acted
fairly and in the public interest by greatly reducing the historic rate
of bay fill while also approving necessary projects which have added to
the economic vitality of the Bay region.
SECTION 2. To support the BCDC in its efforts to make San
Francisco Bay the front yard of the Bay Area (rather than the backyard)
by requiring usable public access along substantial portions of the
shore line.
SECTION 3. To urge continued public support for the policies of
BCDC because the people of the Bay Area and the State believe San
Fra~cisco Bay has been saved and that that struggle should never have
to be refoi.;ght.
SECTION 4. To urge the members of BCDC to uphold the laudable
tradition of the Commission and not weaken or retreat on policies for
limiting bay fill, requirinJ mitigation where bay fill is otherwise
acceptable, and requiring usable maximum feasible public access in
connection with permit approvals.
SECTION 5. The Council finds that none of the provisions of this
resolution will have a significant environmental impact.
