Pursuant to Section 12.20.010 of the Palo Alto Muni- cipal Code, Schedule E-2 (Commercial Electric Service) of the Palo Alto Ut il i.ties Rates and Charges hereby is amended to read as shown on Sheets E-2-1, E-2-2, E-2-3, E-2-4, attached hereto and incorporated herein. SECTION 2. This Council finds that the revenue derived from the authorized adJustments of said electric rates by the City Manager shall be used only for the purposes set forth in the Palo Alto City Charter, Article VII. Section 2, entitled "Public Utilities Revenue". T~e adop- tion of this Resolution is, therefore, specifically exempted under Public Resources Code Section 21080{b) (8) from the requirements of CEQA. This schedule applies to all three-phase electric service. TERRITORY: Within the incorporated limits of the City of Palo Alto and land owned or leased by the City. CITY OF PALO ALTO UTILITIES Issued by the City Council Supersedes Sheet No. E-2-1 dated 10-1-83 Effective 1-7-84 Sheet No. E-2-1 COMhERCIAL ELECTRiC SERVICE UTILITY RATE SCHEDULE E-2 (CONTINUED) The maximum demand in any month will be the maximum average power in kilowatts t~Ken during any 15-minute interval in the month provided that in case the load is intermittent or subject to violent fluctuations, the City may use a 5-minute interval. A thermal-type demand meter which does not reset after a definite time interval may be used at the City's option. The b1lling demand to be used in computing charges under this schedule will be the mean of the actual maximum demand in kilowatts for the current month and the highest such demand occurring in the year ending with the current month. Minimum ChArge: A minimum charge of $1.00 per month will apply to all accounts. Pr1111ry Voltage Discount: Where delivery hereunder is made at the same voltage as that of the line from which the service is supplied, a discount of 4 percent for 11 kilovolts or higher available line voltages and 3 percent for available line voltages of from 2 kilovolts to 10 kilovolts will be allowed provided the City is not required to supply service at a particular line voltage where it has, or will install, ample facilities for supplying at another voltage equally or better suited to the customer•s electrical requirements. The City retains the right to change its line voltage at any time after providing reasonable advance notice to any customer receiving a discount hereunder and affected by such change. T~.e customer then has the option to change his system so as to receive service at the new line voltage or to accept service {without voltage discount) through transformers to be supplied by the City subject to a maximum KVA size limitation. CITY Of PALO ALTO UTILITIES Issued by the City Council Supersedes Sheet No. E~2-2 dated 10-1-83 Effective 1-7-84 Sheet No. E-2-2 Solar Energy Of scount: COflERCIAL ELECTRIC SERYICE UTILITY RATE SCHEDULE E-2 (CONTINUED) Upon approval by the City, a 10 percent discount will be applied to a customer's electric bill if such customer has installed a solar energy system and rnet the following criteria: (1) The solar energy system is in conformance witn the City's performance and aesthetic standards; (2) The solar energy system 1s designed to provide for 50 percent or more of the residential domestic water heating or space heating requirements; and (3) Appropriate City permits are acquired. Power Factor: At the City's Ot'tion, VAR-hour metering, used for power factor calcu- lation, will be installed on the service of any new customer whose demand is expected to exceed 300 kilowatts and upon the service of any existing customer whose demand has exceeded 300 kilowatts for three consecutive months. The City may exercise the opt1on of removing the VAR-hour metering from the service of a customer whose demand has been below 200 kilowatts for four consecutive months. When such power-factor metering is installed on a customer's service. the total charge for any month's electric service as computed on Schedule E-2 shall be decreased or increased. respectively, by 0.2 percent for each one percent that the average power factor of the customer's load during the month was greater or less than 90 percent. such average power factor to be computed {~o the nearest whole percent) from the ratio of lagging kilovoltamphere hours to kilowatt hours consumed during the month. This adjustment shall be applied to a customer's bill prior to the application of the primary-voltage discount clause. Any electric service charge increase attributable to customer's failure to achieve 90i of the average power factor is referred to herein as the 11power factor penalty. 11 Before installing VAR-hour metering on an existing customer's service, the utility will measure the customer's power factor and notify the customer of the result of the measurement. The customer shall then be allowed 60 days to enter in a mutually agreed upon factor correction program. The program shall be based on the City's dollar estimate of the annual potential power factor penalty. Cflll£RCIAL ELECTRIC SERVICE UTILITY RATE SCHEDULE E-2 (CONT!NUED) his system equivalent to the annual dollar value of the City's estimate of the power-factor penalty. This corrective program shall continue in effect at the initial power-factor average up to a maximum of five (5) years, until the customer 1 s power-factor reaches 90 percent for six (6) consecutive months. If the customer fails to achieve a 90 percent power factor for six {6) consecutive months during such five {5)-year period, the power factor penalty shall then become effective on the customer billing. During the time this agreement is in effect, the City shall not impose any other power-factor penalty on the customer. If the above dgreement is not implemented, VAR-hour metering shall be installed and the customer shall be billed in accordance with the above provisions, including the power-factor penalty. Voluntary Curtailment an~ Delland lia1t Program This optional program is ava1lable to all three-phase electric serv1ce customers with average maximum demand greater than 500 kW who can provide at least 100 kW of load reduction. All condft1ons relating to the tenns of this program including additional details shall be covered by a service contract. The City may request that the customer under certain conditions curtail load or reduce load to the demand limit set under the contract's terms. The customer sha11 receive a credit of $1.25 per kW per load reduction period for reduced load. If the reduced load is not at least the curtailable load or if the demand limit is exceeded during the load reduction period, a penalty charge of $2.50 per kW per load reduction shall be applied to the curtailment deficit or excess demand. The load reduction period is the period. typically four to six hours, over which the customer load curtailment or demand limit is requested. Emergency load reductions may be requested from all customers when required and are not considered load reduction periods. The average of the three highest weekday maximum demands for the billing period, excluding load reduction periods, shall be the base demand from which any load reduction will be determined. The reduced load shall be the customer 1 s base demand less the maxlmt.1n demand occuring during a load reduction period. All customers served under this program shal1 ha~e a time-of-day metering system installed by the C1ty and an assigned number direct~dial telephone line may be required to be provided by the customer. If the City req~ires the customer to provide a phone line, a $10.00 monthly credit will be applied to the bill.
