HomeMy WebLinkAboutRESO 6211• ORIGlt~AL RESOLUTION NO. 6211 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A POLICY REGAROING THE NAMING OF CITY-OWNED LANO ANO FACILITIES WHEREAS, t~is Council desires to establish a policy for the naming of City-owned 1and and facilities; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1; The following policy shall apply to the naming of City-owned land and facilities within the City of Palo Alto. Policy Governing Naming of City-owned Land and Facilities l. Naming City-owned land and faci1ities shall be the responsibility of the City Counci1. 2. Requests concerning a name to be given to a City-owned land and facility shall be made in writing to the City Clerk. The suggested names sha11 then be referred by the City Manager or his/her designee to the Pale Alto Historical Association. The nistorical Association may also originate suggestions for names. The Historical Association shall determine if the sugge$ted names meet the criteria of appropriate significance, shall rank its choices, and sha11 submit the ranked list with its reco111nended name to the City Council for placement on the consent calendar. In the event the naming is removed fr001 the consent ca1endar, it may be referred to the Finance and Public Works Committee. 3. The names ranked by the Historical Association shall be reviewed by the Department of Public Works to assure that no duplication or confusion would resu1t from use of the names. 4. The following criteria shall be used in selecting an appropriate name for City-owned land and facilities: a. The name shall have geographical or historical significance for the City as a whole or for the area in which the land or facility is located. b. Consideration may be given to naming th~ City-owned land or facility after an individual when the land or facility, or the money for its purchase, has been donat~d by the individual, or when otherwise warranted by some contribution or service which is deemed to be of major significance. c. In the event the City-owned land or facility was formerly school property, and the name of the school has community significance or community recognition, consideration may be given to the school name. \ 5. Placec; within City-owned lM1d or facilities, such as a room within a building, which do r~t require formal dedication by the City Council, may be named by the City Manager or his/her designee. 6. The above-described process for selecting an appropriate name shall precede the preparation of a park dedication ordinance. 7. Subsequent to approval by the City Council, the name for the City- owned land or facility shall be conveyed to the Department of Public Works for incorporation in City official maps. SECTION 2. The policy governing naming of City-owned land and t'acilitles shall not apply to the naming of streets within the City of Palo Alto. SECTION 3. The Council finds that this is not a project under the California Environmental Quality Art and, therefore1 no environmental impact assessment is necessary.
