RESCINDING RESOLUTION NO. 5662 AND REORGANIZING THE
YOUTH COUNCIL
WHEREAS, the Council of the City of Palo Alto by Resolution No.
5662 created a Youth Council for the City of Palo Alto~ and
WHEREAS, the Human Relations Commission of the City of Palo Alto,
has studied the desirability of youth involvement in City government
and knowledge of methods used by other cities in California; and
WHEREAS, the City of Palo Alto desires to foster greater partici-
pation by the youth of the Palo Alto community in local government and
cormnunity-wide activities;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION 1. Reorganization of Youth Council. The Council hereby
rescinds Resolution No. 5662 and disbands the Youth Council as present-
ly constituted. The Council hereby creates a Youth Council to act 0n
behalf of the youth of the City of Palo Alto as set forth below. ':..'he
Youth Council shall be primarily responsible to the City C01.H,cil and
have an advisory relationship to the Human Relations Commission.
SECTION 2. Powers and Duties.

1. Any Palo Alto resident who will be of
high school age during the school year follo111ing
his or her appointment wi 11 be eligible for men<ber-
ship on the Youth Council.
2. There shall be fifteen (15) members of
the Youth Council. They shall be appointed by the
Mayor of the City of Palo Alto from recorrunendations
made by a nominating committee.
3. The nominating ~ommittee shall be ap-
pointed by the Human Relations Commission and shall
be composed of four Youth Council members who are
not applicants for membership for the coming year,
and three adults: one Human Relations Commission-
er, one person from the Palo Al to Unified School
District, and one person from the community at
large.
The nominating committee shall review the
list of applicants for Yolmg Counci 1 pc>si t ions,
conduct interviews as deerr;.1 necessary, and nomi-
nate a slate of candiates for appointment.
4. The selection of nominees shall be
governed by the following guidelines:
( l) Selection of nominees shall be made
in a fair and impartial manner.
( 2) Nominations shall be restricted to
youth who express interest in representing their
peers as members of the Youth Council and who are
?.ble and prepared to participate in Youth Council
activities and make the required commitment of time
and energy.

6. The Yo~th Council may appoint two persons
from the eighth grode as special members with the
privile~e of voting. The appointments ~ill be made
in consultation witn appropriate middle school
personnel.

year shall be filled by appointment by the Mayor
from recommendations made by the Hur.ian Relations
Conunission.
SECTION 4. Officers.

The President shall preside at all meet-
ings of the Youth Council, shall appoint standing
or special committees as may be necessary to carry

vise the efficient and responsible operation of the
Youth Council.
The Vice President shall preside at Youth
Council meetings in the absence of the President,
shall assume specific leadership res pons ibi lit ies
as determined by the President, and sha 11 assist
the President in fulfillig his or her responsibili-
ties, as needed.
The Secretary shall be responsible for
all communications for the Youth Counci 1, shall
take and disseminate minutes for all regularly
scheduled Youth Council meetings, and shall solicit
and keep records of the minutes of all committees.
The Treasurer shall be responsible for
monetary matters of the Youth Council.
SECTION 5. Meetings.

President provided that at least three days' notice
is given to all Youth Council members.
3. The Youth Council shall publish an annual
calendar indicating the regularly sheduled meetings
for the entire year. This meeting schedule shall

be made public no later than the thir-d meeting of
the newly appointed Youth Council.
4. The first meetin9 of each newly-<=tppointed
Youth Council shall be an orientation meeting that
shall include outgoing members of the Youth Coun-
ci 1. The s~cond meetin9 shall be an extended meet-
ing in . .,,hi ch issues and concerns are identified,
and planning for the year begun. These meetings
shall occur in the first half of May.
SECTION 6. Quorum.
1. A quorum is necessary for a Youth Council
meeting to be held. A majority of the Youth Coun-
cil members shall constitute a ~Jorum.
2. In the event that there is no quorum, any
discussions which are held by those assembled shall
be regarded as informal and non-binding.
SECTION 7. Committees
l. Conunittees shall be focmed, as needed, in
re lat ion to the work of tlte Youth Counci 1. As
needs dictate, these may be standing committees
that function throughout the year, or task-orient~d
corunittees that function only until the task is
accomplished. The necessary committees will be
determined through a goal-setting planning
process.
2. Youth Council members shall be expected
to participate in at least one committee at any
given time.
3. Youth who are not Youth Council members
may be appointed to any committee by the President
with the approval of the Youth Council.
SECTION 8. Attendance.
1. Youth Council members shall be expected
to attend all meetings of the Youth Council.
2. Whenever a member of the Youth Council
has missed three meetings of the Youth Council, he
or she will be suspended from membership automa-
tically. The question of thet person's continuance
in off ice must be pldced on the agenda for the next
regular meeting of the Youth Council. Reinstate-
ment of that person to membership requires a two-

thirds vote of the Youth Counc i 1. The Secretary
shall keep an attendance record and inform any
member by letter when he or she has two absences.
SECTION 9. Parliamentary Authority.
The Youth Council shall operate under whatever
rules of procedure its members agree upon.

ments shall take effect immediately, unless other-
wise stipulated in the amendment.
SECTION 11. The Council of the City of Palo Alto finds that this
is not a project under the California Environmental Quality Act, and
therefore, no environmental impact assessment is necessary.
