RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
OPPOSING THE 1983 JA1'VIS INITIATI'7E
WHEREAS, petitions for an initiative commonly known as the 1983 Jarvis
Initiative, or the •save 13 Constitutional Amendment,• are being
circulated for signatures; and
WHEREAS, lf sufficient valid signatures are obtained, the initiative
shall be put before the voters of california1 and
WHEREAS, the proposed constitutional amendment would severely constrain
the ability of local government to provide services by reducing the
actual revenue base, by eliminatinr ...ne authority of elected officials
to manage the revenue, by freezing the various fees and charges to the
public, by prohibiting new assessments, and by requiring refunds of
current monies1 therefore
NCM, THERE.FORE, the council of the City of Palo Alto does RESOLVE as
fellows:
SECTION l. The Council is opposed to the 1983 Jarvis Initiative, and
SECTION 2. The Council of the City of Palo Alto is comitted to inform
the voters of Palo Alto of the potential i.Jrlpacts of the initiative upon
the ability of the CJ.ty to provide adequate ser•1ices to its citizens,
and
SECTION 3. The Council of the City of Palo Alto urqes the voters of
Palo Alto not to sign or circulate the initiative petitions and to
actively oppose the initiative.
