HomeMy WebLinkAboutRESO 6202ORIGl~JAL RESOLUTION NO. 6202 RESOLUTIUN OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE CITr~IDE STOP INTERSECTION SYSTEM MAP WHEREAS, a Stop Intersection System Map was adopted by the City Council of the City of Palo Alto in Resolution No. 4291; and WHEREAS, traffic situations necessitate the amendment of the Stop Intersection System Map from time to time. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The additions and modifications to the existing stop sign system,-as set forth in Exhibits "B-14 and B-20 through B-25" attached hereto and incorporated herein by reference, are her~by adopt- ed as an amendment to the City of Palo Alto's "Stop Intersection System Map". SECTION 2. The Council finds that this project is categorically exempt from the requirements of the CaliforniJ Environmental Quality Act and does not require an environmental assessment. RECEIVED FROM: Several a~ea residents a~d business owners. EXISTING SITUATION: Homer carries 5100 vehicles/day. It ;s estimated that Emerson carries 1000 v/d. Homer is a collector stee~. a~d Emerson is a local street. ANALYSIS: field observations indicate that parking is not allowed within approximately . 2rj' of the intersection at all approaches except the southeast side of Homer where parking is restricted for 40'. There are sever41 businesses in the area such as auto dealership, restaurant, art gallery, and janitorial supply. etc. Janitorfal supply has an existing yellow loading zone on the south side of the street. Legally parked trucks in this yellow loading zone as well as illegally double parked trucks cause a visibility problem for the northbound driver on Emerson. So~thbound drivers on Emerson also need to pull forward to SP.P. the oncoming vehicles on Homer. Six accidents have been reported to the Police Department to date in 1983; one was reported in 19A2, and one in 1981. !Alt of the six accide~ts this year, four were rignt angle type accidents. The right angle type of accid~nt is nonnally suseptible to correction by installatton of stop sfgns. However, most of the accidents can be attributed to the improper vi sibi 11 ty caused due to parked true ks in the yell ow 1 f'ladi ng 1one, double par~ed vehicles on the south side, and parked vehicles on the no~th s1de • .• ofety can be enhanced by increasing the sight distance and Police enforcement of double parked vehicles by the Police Department. ~1tnoug~ four r1ght angle accidents within a nine montn period appears to justify a stop sign installation, C&lTrans 1 criteria reconrnends to increase the sight d1stance in o .. der to eliminate the need for a stop sign. A stop sign at this location will only be one block away from the existing stop on Homer at High. RECE JVEO FROM: Rob Moss, Orme Street, Palo Alto. EXIST!NG SITUATION: Southerly end of Orme forms a Tinto the parking lot of Juana Briones School. Traffic on Orme has a stop sign at the southerly end ~f Orme and at Los Robles. ANALYSIS: Orme Street is closed at the southerly end by the school district to all traffic {there is a chain across with a padlock) at all times except school days from approximately R am to 3 pm. Since it is a d~adend street at most of the times and leads in-:o a parking lot .. it is reasonable to remove the stop sign from the southerly ef\d of Ormec (Staff has issued a W')rk ·order to install a "Not A Througtl Street" sign at the other E!nd of Orme.) The need to remove the stop sign was also discussed with Gera1d Schmidt, Principa1, Juana Briones School, and Mr. Schmidt has no problem with the removal of thP. stop sign. EXISTING SITUATION: Los Robles is a through Street at Cerrito. Traffic on Cerrito has a stop sign. lt is a T intersection of two • ocal streets. ANALYSIS: No traffic counts were done but it is estiwated that traffic volumes in the area are lower than 500 vehicles/day. No visibility problems ~ere observed in the field. A review of the accident history shows no ~eported accidents since January 19R2. Traffic on Palo Al to Avenue has stop signs. A~ALY5IS: Prior to closure of Byron, this used to be a T intersection with a 3-way stop. S1nce Byron is closed, there is no cross traffic. Field observations indicatP. that most rtrivers are either rolling through or "ot stopping at the two stop signs. The stop signs serve no purpose. The need to remove the two stop s1gns has been discussed with Mr. Irv Rrenner, Byron Street representative, and Mr. Brenner is in agreement to remove the stop signs. RECOK'4ENDATION: Staff reconmends that the stop signs from Palo Alto Av~nue at Byron be rei1t0ved. ASH Sr. (L.OCAL ST.) RECEIVEO FROM: Oon Rauch, Los Altos. EXISTING SITUAfION: Ash is a through street at Grant. Traffic on Grant has stop signs. This.is an fntersection of two local streets. '~AlYSIS: tio traffic counts were done but the traffic volumes are estimated to be low6 Fie1d observations indicate that the eastbound drivers need to pu11 forward to have a clear view of cross traffic on Ash due to parked cars on the southwest corner. Two accidents were reported to the Po1ice.Oepartment in 1982 and two to date in 1983. Three of the four reported accidents occurad due to dr1vers running the existing stop signs on ~rant. Stop signs on Ash will help reduce this (running stop signs) accident problem. There are no bike lanes or bus routes on e1ther Ash or Grant. The nearest stop signs on Ash are 1ocated at Page Mill io.a southerly direction and at California in a northerly rlirection and are not consistent with the "Guard & Go" policies. School x-walks exist on Dana and A1ester east of nana. ANALYSIS: No traffic counts were done but it is estimated that the 24 hour traffic voll.J1\f!S are low. No visibility problems we~e observed in the field. No accidents have been reported to the Police Department since January 1982. Stop signs on Dana exist at Newell in the northerly direction. Tiie stop signs in the area are consistent with the -Guard & Go" policies. There are r.o bike lanes or bus routes on either of the streets. A traffic .gap study conducted in the morning period indicates that s~fftc1ent adequate gaps occur in the traffic (only 17 VP.h1cles used Oana within 30 m1nutes). Accordingly, this location does not meet the Council adopted criter1a for installation of stop signs near schools. CONCLUSIO": The request does not :neet any criteria. However. this being an uncontrolled intersection close to a school. a stop sign on oana will help improve the safety of students using the intersection. . . RECOMMENDATION: Staff recommends t~at a stop s1gn b~ installed on Dana. Ramona is a local street and Califo~·nia is a collector street. ANALYSIS: Although cal ifo.rnia i's a residential collector street, the 11 Guard & Go11 policies were extended in the past to be used on Califoria. As of last year California Avenue has stop signs at High, Ramona. Waverley, and Webster, etc. (each other b'ock had stop signs). last year Council authorized to instdll stop signs on California at Bryant (~ue to the Bike Blvd.) and relocate the stop signs from California to High Street at the intersection of California/High {to facilitate bike riding}. The stop signs at Ramor:a are only one block west of stop signs at Bryant. Although it makes sense to remove the stop signs from California (major street) and install them on Ramon~ (minor street), it may create new concerns from the residents of California Avenue. Also, the stop signs have caused no safety problems since no accidents have been reported to the Police Department since January 1982. ~ CONCLUSION: To be consistent w1th the ,.Guard & Go• policies. the stop signs shou1d be re1ersed from California to Ramona at th-e Galifornia/Ramona intersection and the intersection of Emerson/California should be made a four-way stop. RECOMMENDATION: Staff recommends to reverse the stop sfgns on C~lifornia at Ramona ~nd to make the intersection of California/Emerson a four-way stopo ••
