RESOLUTION NO. 6194
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE
ROBERTI-Z'BERG URBAN OPEN-SPACE AND RECREATION
PROGRAM FOR STERN COMMUNITY CENTER RENOVATION
PROJECT
WHEREAS, the legislature of the Sate of California has enacted the
Roberti-Z'berg Urban Open-Space and Recreation Program, which provides
funds to certain political subdivisions of the State of California for
acquiring lands and for developing facilities to meet urban recreation
needs1 and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program,
setting up neceasary procedures governing application by local agencies
under the programr and
WHEREAS, said procedures established by the State Department of
Parks and Recreation require the applicant to certify by resolution the
approval of applications prior to submission of said applications to
the state; and
WHEREAS, said applications contain a certification that the appli-
cant wi 11 comply with all federal, state, and local environmental,
public health, relocation, affirmative action, and clearinghouse re-
quirements and all other appropriate codes, laws and regulations prior
to the expenditure of the grant fundsr and
WHEREAS, the project applied for undei:-this program must be of a
high priority and satisfy the most urgent park and recreation needs
with emphasis on unmet needs in the most heavily populated areas1
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION 1. The Council hereby approves the filing of an applica-
tion for funding under the Roberti-Z'berg Urban Open-Space and Recrea-
tion Program.
SECTION 2. The Council hereby certifies that it understands the
general provisions of the agreement.
SECTION 3. The Council hereby certifies that it has or will have
sufficient funds to operate and maintain the project funded under this
program.
SECTION 4. The Council hereby certifies that it has or will ha Ye
available prior to commencement of any work on the project included in
this application matching money from a nonstate source~
SECTION 5. The Council hereby certifies that the project included
in this application conforms to the recreation element of the Palo Alto
Comprehensive Plan.
SECTION 6. The Council hereby appoints the Director of Recreation
as agent of the City of Palo Alto to conduct all negotiations, execute
and submit all documents including but not limited to applications,
agreements, amendments, payment requests, and so on which may be neces-
say for the completion of the aforementioned project.
SECTION 7. The Council hereby appoints the City Attorney as legal
counsel for the City with authorization to sign the certification on
page 1 of app-.cation.
SECTION 8. The Council of the City of Palo Alto finds that this
is not a project under the California Environmental Quality Act, and,
therefore, no environmental impact assessment is necessary.
