RESOLUTION NO. 6184
RESOLUTION OF THE COUNCIL OF THE CITY OF PALU ALTO
SUPPORTING EXISTING FEDERAL GOVERNMENT LAWS GIVING
PREFERENCE TO PUBLICLY-OWNED UTILITIES FOR RELI-
CENSING OF HYDROELECTRIC PLANTS
WHEREAS, the Federal Government enacted the Federal Water Power
Act in 1920 ittcluding provisions to assure that power generated by the
nationa 1 water: resources should be made available at the lowest cost 1
and
WHEREAS, the Federal Water Power Act provides for licensing and
relicensing of hydroelectric plants along the nation's waterways; and
WHEREAS, publicly-owned utilities consistently provide power at
lower cost than investor-owned utilities; and
WHEREAS, in order to assure the provision of low cost power, the
Federal Water Power Act gives publicly-owned utilities a clear prefer-
ence over investor-owned utilities in the relicensing of hydroelectric
plants;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION l. The Council fully supports and endorses the intent of
the Federal Water Power Act.
SECTION 2. The Council supports and encourages the actions of
cities, counties, irrig3tion districts, water districts and other
public power agencies to obtain hydroelectric plant licenses as pro-
vided by the Federal Water Power Act1 and
SECTION 3. The Council urges the Congress of the united States to
reaffirm the existing preference provi~ions of the Federal Water Power
Act.
SECTION 4. The Council hereby finds that the adoption of this
resolution will not cause any significant environmental impact.
