HomeMy WebLinkAboutRESO 6183\• ~ RESOLUTION NO. 6183 tt RESOLUTION OF COUNCIL OF THE CITY OF PALO ALTO AMENDING SCHEDULES E-1, E-2, E-3 AND E-4 OF THE CITY OF PALO ALTO UTILITIES RATES AND CHARGES PERTAINING TO DOMESTIC, COMMERCIAL, CUSTOMER-OWNED GENERATION AND STREET AND HIGHWAY LIGHTING RATES The Council of the City of Palo Alto does RESOLVE as follows: SBCTION 1. Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, Schedules E-1 (Domestic Electric Service), E-2 (Commercial Electric Service), E-3 (Customer-Owned Generation) and E-4 (Street and Highway Lighting) of the Palo Alto Utilities Rates and Charges hereby are amended to read as shown on Sheets E-1-1, E-2-1, B-2-2, E-2-3, E~2-4, E-3-1, E-3-2, E-4-1, E-4-2, E-4-3, and E-4-4, respectively, attached hereto and incorporated herein. SEc•rtON 2. This Council finds that the revenue from the authoi'lzed adjustments of said electric rates by the City Manager shall be used only for the purposes set forth in the Palo Alto City Charter, Article VII, Section 2, entitled •public Utilities Revenue•. The adoption of this Resolution is, therefore, specifi- cally exempted under Public Resources Code Section 21080(b)(8) from the requireaents of CEQA. SECTION 3. Octobei.· 1, 1983. A thermal-type demand meter which does not reset after a definite time interval may be used at the City's option. The billing demand to be used in computing charges under this schedule will be the mean of the actual maximum demand 1n kilowatts for the current month and the highest such demand occurring fn the year ending with the current month • .. 1 .. i-Cb.-ge: A minimum charge of $1.00 per Rl)nth will apply to all accounts. Priory '•ltqe Dhanmt: Where delivery hereunder is made at the sa.ne volta9e as that of the line from which the service is supplied, a discount of 4 percent for 11 kilovoits or higher available line voltages and 3 percent for available line voltages of from 2 kilovolts to 10 kilovolts will be allowed provided the City is not required to supply service at a particular line voltage where it has. or will instal 1, ample facil it1es for supplying at another voltage equally or better suited to the customer's electrical requirements. The City retains the right to change its line voltage at any time after providing reasonable advance notice to any customer receiving a discount hereunder and affected by such change. The customer then has the option to change his system so as to receive service at the new line voltage or to accept service (without voltage discount) through transforwers to be supplied by the City subject to a maximum KYA size limitation. Power F8.Ctor: At the City's option, VAR-hour metering, used for power factor calcu-1 ation, will be installed on the service of any new customer whose demand is expected to exceed 200 kilowatts and upon the service of any existing custOMer whose demand has exceeded 200 kilowatts for three consecutive months. The City may exercise ~he option of removing the VAR-hour metering frOIR the s~rvice of a castomer whose demand has been below 200 kf lo~atts for four consecutive lll)nths. When such power-factor 11etering is installed on a customerts service, the total charge for any month's electric service as computed on Schedule E-2 shall be decreased or increased, respectively, by 0.2 percent for each one pe~cent that the average power factor of the customer'~ load during the 110nth was greater or less than 90 percent, such average power factor to be computed (to the nearest \llhole percent) frOlll the ratio of lagging k11ovoltadlphere hours to kilowatt hours consumed during the 111>nth. This adjustment shall be applied to a customer's bill prior to the application of the primary-voltage discount clause. Any electric service charge increase attributable to cust011er 1s failure to achieve 90I of the average power factor is referred to herein as the •power factor penalty.• Before 1nstall~ng VAR-hour metering on an existing customer's service, the utility will measure the customer•s power factor and notify the customer of the result of the measurement. Th~ custOlfter shall then be allowed 60 days to enter in a mutually agreed upon factor correction program. The program shall be based on the City',:.. dollar est11nate of the fnnual potential power factor penalty. This corrective program shall continue in effect at the initial power-factor average up to a maximum of five (5) years, until the customer's power-factor reaches 90 percent for six (6) consecutive months. If the customer fails to achieve a 90 percent po~er ~actor for six (6) consecutive months during such five (5)-year period, the power factor penalty shall then become effective on the customer billing. During the time this agreement is in effect, the City shall not impose any other power-factor ~enalty on the customer. If the above agreement is not implemented. VAR-hour metering shall be installed and the customer shal 1 be bil'ted in accordance with the above provisions, including th~ power-factor penalty. Firm power shall be defined as power that can be exectly interchangeable with the utility's current resources. Non-firm power shall be defined as that power which is availab1e to the utility on a randan basis and no schedule or control shall be available for such power. Such determination shall be made by the utility after reviewing the character of such power generated with respect to reliability, scheduling, availability, terms and conditions, scheduled outages, systen emergenci~s and other factors which the utility shall deem relevant. RATES: The following rates shall apply to the power produced by a qualifying facility on a monthly billing basis. 1. 2 .. Class C rates applied to any agency other than the City of Palo Alto also fnclude painting of posts with one coat of good ordinary paint as required to maintain good appearance but do not include replacement of posts broken by traffic accidents or otherwise. Multilamp Electroliers: The above charges are made on per-lamp basis. For posts supporting one or more lamps, where the lamps are less than nine feet apart, the above charges for Class C will be reduced by 6 percent computed to the nearest whole cent, for all lamps other than the first one. 9peratin9 Schedules Other Than All-Night and Midnight: Rates for regular operating schedules other than all-night and m1dn1ght will be the midnight rates plus or minus one-P.leventh of the difference between the m;dnight and the all-night rate, computed to the nearest whole cent, for each half hour per n1ght l'llOre or less than midnight service. This adjustment will apply only to latnps on regular operating schedules which do not exceed 41 500 hours per year. Street Light Lamps, Standard and Nonstandard Ratings: The rates for inca'1<1escent lanps under Class A are applicilile for service to regular street lMPS only and mst be increased by 6 percent, computed to the nearest whole cent, for service to ~rcup ... replacement street lamps. The rates under Class C are applicable to both regular ~nd group-replacement street l 11111>s.
