HomeMy WebLinkAboutRESO 6152ORIGINAL RESOLUTION NO. 6152 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE COMPENSATION PLAN POR FIRE DEPARTMENT PERSONNEL ADOPTED BY RESOLUTION NO. 5946 The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Pursuant to the provisions of Section 12 of Article Ill of the Charter of the City of Palo Alto, the Compensation Plan adopted by Resolution No. 5946 hereby is amended as a result of the adoption of the 1983-84 budget. SECTION 2. The Compensation Plan as adopted by Resolution No .. 5946 is amended as set forth in Exhibit •A• attached hereto and incorporated herein by reference. SEC'J'IvN 3. Except as amended herein, all of the terms and oro- visions-of Resolution No. 5946 shall remain in full force and effect. SECTION 4. The Council finds that tltis is not a project under t~1e California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SALARY A. Salary Range Tables Personnel covered by this plan shall receive cvmpensation within the salary ranges set forth in the Salary Range Tables that follow Section II. The salary range for each position classif1cation title and number is expressed fn bi-weekly and/or hourly rates along with the approximate monthly and/or annual equivaient. B. Establishment of Salary The City Manager is authorized to make appointments to or advance- ments within the prescribed ranges upon evaluation of employee qualification and perfonnance. Merit advancements from the first salary step to the second salary step·shall be granted at s1x·month intervals and between the second and subsequent steps at one-year intervals if the affected employee has demonstrated continued improvement and efficient and effective servfce. For the purpose of determining step time requirements, time will conmence on the ffrst day of the month coinc1dfng with or fol- lowing entrance onto a salary step. Step increases shall be effec- tive on the first day of the payroll perfod in which the time re- quirements have been met. The City Manager, in recognition of unusual circumstances or extraordinary performance, may authorize special merit advancement. In the event that a downward adjustment of a salary range indicates a reduction 1n the established salary of an individual employee, the City Manager may, if circumstances warrant, continue the salary for such employee in an amount 1n excess of the revised range maximum for a reasonable period of time. Such 1nter1m salary rates shall be defined as "Y-rates". 1. Effective September 29, 1984, a 5% salary increase will be applied to the salary ranges of all represented classf ficat~~ns. SECTION II. SPECIAL COMPENSATION Personnel covered by this compensation plan, in addition to the salary set forth in Section I above, may receive special compensation as follows. Eligibility shall be in conformance with the Merit Rules and Regulations and Administrative Directives issued by the City Manager for th~ purposes of clasif1cation and interpretation. Annual Adjustment Annually, each employee who holds a regular full-time appointment in the municipal service on or before July first and continues in such status through the first day of Pay Period No. 25 (in December) shall receive, in addition to the salary prescribed herein, a salary adjust- ment equal to one percent of the employee's current annual salary. Annual adjustments shall be prorated to reflect appointment from January 1 through July 1 of the current year, or interrupted service during the year. B. Overtime Premium Rate Shift personnel assigned to overtime relief duty in addition to their regular 56-hour snift schedule shall receive overtime compensation at a rate of one and one-half times the employee's basic 56-hour rate for all hours of the relief duty shift. Overt1me assignments for duties other than minimum staffing shall receive compensation at a rate of one and one-half times the employee's basic 40-hour rate. C. Working Out of Classification A11.out~of-c1assif1cation assignments assigned by Management where 8 or more hours of the shtft ~re worked will be paid acting pay from the beginnfng of tne assignment.as indicated below. Thfs provision applies to lower c1asstf1cattons working as Apparatus Operators and Captains: Firefighter working as Operator or Captain -Step in the Fire Ffghter range to-same step fn the Apparatus Operator range. Apparatus Operator workf ng as Captain -Step in the Operator range to same step less one step in the Captain's range. D. rn-Lieu of Holiday Pay Representation unit fire suppression personnel in pay status shall receive 11.5 hours straight time regular pay per month in-lieu of holidays to a maximum payment of 138 hours per year. If employees wish to take time off instead of in-liau pay, tfme off shall be at the rate of one-half sh1ft (12 hours) per month on a staffing available basis. Such time off must be scheduled so that no additional overtime wil 1 be required to achieve suppression minimum staffing. Time off instead of in-lieu holiday pay may be taken in advance of the month that said in-1ieu hours become payable up to a maximum of 48 hours. However, no in-lieu hours will be paid until such advanced time off has been liquidated by the in-11eu hours accrued in subsequent months. Pay for Court Appearance Sworn Fire Personnel appearing in court for the Peop1e shai1 be compensated as follows: Period Appearance on scheduled day off. Any or all court time during scheduled shift. Appearance on scheduled work day but not during scheduled shf ft. F. Retired Emploiees Rate Time dnd one-half at 40-hour rate. Straight time dur- ing shift at 56-hour rate. Time and one-half 40-hour rate. Minimum 4 hrs. None 2 hrs. {2-hour min. may not run into shift time) The City shall. upon submfttal of evidence of payment, reimburse up to $90 per quarter of medical plan premiums on behalf of fire unit employees who retire from the City under service or disability re- tirements after April 1, 1978. The retiree may select any mt?dical plan. The plan may cover e11g1ble dependents as defined under the City Employees' Health Plan. No reimbursements will be made for plans providing benefits other than medical and health benefits. G. Medical and Dental Insurance Except as otherwise set forth here1n, the City will maintain the present level of benefits on all Cfty sponsored medical and dental programs. 1. City Health Plan or Kaiser Health Plan The City shall pay 1ooi of the premiums for all employee and de- pendent coverages on behalf of eligible and enrolled employees and dependents. Health Plan premium increases during the term of the compensation plan w111 be assumed by the City. 2. Dental Plan The City shall pay all premium payments or equivalent self-insured program charges on behalf of employees and dependents who are eligible and enrolled for coverage under the existing dental plan. Life Insurance The City w111 pay the following amounts of premium on behalf of Fi re personnel : Basic Life Insurance {per $1,000 of coverage} I. Tuition Reimbursement Per Pay Period $.14 Per Month {approx} $.31 City will reimburse expenses for tuition, books and curr1culum fees incurred by employees wfthin the representative un1t, to a maximum of $800 per fiscal year for classes given by accredited institutions of learntng or approved spec1a11zed training programs. Programs must either contribute to the employee's Job performance or prepare the employee for other City positions and must be approved 1n advance. J. City~Paid PER~ Employee Contr1bution 1. Effective with the pay period including J~ly l, 1983, the City wil 1 "pick-up" (pay) 7S of the 9% PERS· employee contribution, except that, subject to recefpt of favorable tax rulings by thP. C1ty Attorney no later than June 30, 1984. employees who retire between July 1, 1983 and June 30, 1984 shall receive a 5.61 pay increase effective July 1, 1983 and.shall not receive the City- pa1d 7% PERS contr1but1on. For purposes of negot1at1ons and/or arbftrat1on proceedings hereafter, Cf ty payment of the 7% PERS employee contrf but1on wH 1 be deemed as a. 7'1. salary adjustment for the year July 1, 1983 through June 30, 1984. 2. Effective w1th the pay period including July 1, 1984 the City will pay the 9i PERS employee contribution. For purposes of negotia- tions and/or arbitrat1on proceedings hereafter, City payment of the 2% add1t1ona1 PERS enployee contribution will be deemed as a 21 sal~ry adjustment for the year July 1, 1984 through June 30. 1985. 3.
