HomeMy WebLinkAboutRESO 6150f ORIGINAL RESOLUTION NO. 6150 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE COnPENSATION PLAN FOR CLASSIFIED PEa50NNEL (SEIU) ADOPTED BY RESOLUTION NO. 6032 AND AMENDED BY RESOLUTION NO. 6060 AND RESOLUTION NO. 6126 The council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Compensation Plan adopted by Resolution No. 6032 as amended b~p r·asolution No. 6068 and Resolution No. 6126 hereby is amended as a result of the adoption of the 1983-84 budget. SECTION 2. The Compensation Plan as adopted by Resolution No. 6032 as amended by Resolution No. 6068 and Resolution No. 6126 is amended as set forth in Exhibit •A• attached hereto and incorporated herein by reference. SECTION 3. Except as amended herein, all of the terms and pro- visions of Resolution No. 6032 as amended by Resolution No. 6068 and Resolution No. 6126 shall remain in full force and effect. SECTION 4. The Council finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. June 25, 1983 SECTION I. SALARY COMPENSATION PLAN FOR THE CITY OF PALO ALTO Classified Personnel A. Salary Range Table Personnel covered by this plan shall receive compensation within the salary ranges set forth 1n the Salary Range Tables that follow Section II. The salary range for each position classification title and number is expressed in bi-weekly and/or hourly rates along with the approximate monthly and/or annual equivalent. B. Establishnent of Salary The Cfty Manager is authorized to make appointments to or advancements within the prescribed ranges upon evaluation of employee qualificatiJn and per- fonnance. 1. Stee Increases Merit advancar.ents from the first sal&ry step to the second salary step shall be granted at six-month intervals and between the second and subsequent steps at one·year intervals if the affected employee has demonstrated contfnued 1mprovement and efficient and effective service. For the purpose of deterutfnfng step time requirements. time will com- mence on the first day of the month coinciding with or following entranr: onto a salary step. Step increases shall be effective on the first day of the payroll perfod 1n which the time and performance requirements have been met. 2. In the event th.a.t a d~rd ~djustment of a salary range indicates a reduct1on 1n the estab11sned salary of an individual employee, the City Mclnager ~. 1f ctrcumstances w~rrantt cont1nu~ the salary for such employee 1n an amount 1n excess of the revised range max1nun for a reason•ble oer1od of t1me. Such 1nterim salary rates shall be defined as "'t Rates~. SECTION II. SPECIAL CQMPENSATION Personnel covered by this compensatton plan, 1n addition to the salary set forth in Section I above, ~ receive specf~l compensation as follows. Eligibility shall be in confonnance with the Merit ~ules and Regulations and Administrative Directives issued by the City Manager for the purposes of clarification and interpretation. A. Annual Adjustment Annually, each anployee who holds a regular full-time appointment in the mun1c1pa1 service on or before July first and continues in such status through the first pay period in December shall receive, in addition to the salary prescribed herein. a salary adjustment equal to one percent (lS) of the employee's current annual salary; or at the aaployee's option COMPENSAiION PLAN -Classified Personn~1 Page 2 and subject to management approval, 24 hours paid leave to be used prior to the January 31 following. Annual adjustment or time off shall be prorated to reflect appointment from January 1 through July 1 of the current year, or interrupted service during the year. B. Overtime, Working Out of Classification, and In-Lieu Ho11day Pay Compensation for overtime work, working out of classification and scheduled work on paid holidays shall be in confonnance with the Merit Rules and Regulations and Administratfve Directives. C. Standby Pay, Call-Out Pay 1. Standby Compensation Employees perform1ng standby duty sha1l be compensated at the rates established belo~: Period Monday through Friday 4:30 P.M. -8:00 A.M. Saturday, Sunday, Hol1days 2. Minimum Call-Out Pa,x Effective May 1, 1983 Compensation $28.00 per day $40.00 per day Employees not otherwise excluded from receiving overtime pay who are called out to perfonn work shall be canpensated for at least two hours' pay for each occurrence at the appropriate overtime rate. This provi- sion does not apply to employees called out to work while earning pay for betng 1n a standby st~tus. D. Night Shift Premium An additional 70¢ per hour n1ght shift premilll! shall be paid to employees for work perfonned between 6:00 P.H. and 8:00 A.M. A 1ttin1mum of two hours must be worked between 6:00 P.M. and 8:00 A.M. to qualify for the premium. Employees who regularly ~ork night shffts shall receive appropriate night sh1ft premiums, relating to night shift hours worked, 1n add1t1on to base pay for holidays, s1ck leave and vaca~ion. E~ Unjform Allowance All employees for whom uniforms are not provided but who are required to wear specific clothing 1n tne perfof"lll«nC~ of the1r Jobs shall receive two hundred dollars ('200} per year uniform allc:'ltance. This section shall 1nc1ude, but not be 11m1ted to, An1ma1 Shelter and Foothills Park employees. All unifonn allowances shall be paid bi-wee~ly. COMPENSATION PLAN -Classiff ed Employees Page 3 F. Tool Allowan~ 1. Effective with the pay period that includes May 1, 1983, mechanics in Equ1pment Maintenance shall be paid a tool allowance of $275 per year. 2. All tool allowances shall be paid bi-weekly, -G. Grou_E_ Insurance 1. Health Plan The City shall pay all premium payments on behalf of employees who are eligible for coverage under the health plans as described in Subsection (a) and {b}. Any premium ~ate increases will be adjusted according to provisions of the current MemorandLITl of Agreement. The following options will exist: (a} Employee and dependent coverage under the existing Kaiser Health Plan S contract, includ1ng the Drug Pl~n III option. (b} Employee and dependent coverage under the existing City of P~lo Alto Employees• Health Plan with major medical maximum of $250,000. 2. Re_tired Employees The City shall, upon submittal of evidence of payment, reimburse up to $90 per quarter of medical plan premiWPs on behalf of classified unit employees who retire from the City under service or disability retirements after April 1, 1978. The retiree may select any medical plan. The plan may cover e11g1b1e dependents as defined under the City Employees' Health Plan. No reimbursement will be made for plans provfdfng benefits other than medfcal and health benefits. 3. Dental Plan The City shall pay all premium payments on behalf of employees, and dependents of employees, who are eligible for coverage under the City's self-insured dental insurance plan. The City shall asstane any premium rate increase fn e~isti~g e::p1~yee and dependent dental coverage. 4, Basic Life Insurance The City shall continue the bas·ic 11fe insurance plan as currently in effect for the term of this compensation plan. 5. Long Term Disability Insur1nce The C1ty shall cont1nue the long tenn disab111ty insurance plan cur- rently 1n effect for the term of th1s cCRtpensat1on plan. Employee COMPENSATION PLAN ~ Classified Employees Page 4 coverage is subject to a voluntary payroll deduction of the insurance premium applicable to the first $2000 of monthly salary for Plan B or the first $1800 of monthly salary for Plan A; the C1ty will pay premiums in excess thereof. The City will pay up to $17.50 per month of premium for those employees without eligible dependents covered under the health insurance. H.
