RESOLUTION OF COUNCIL OF THE CJTY OF PALO ALTO
AMENDING SCHEDULES E-1, E-2, E-3 AND E-4 OF THE CITY OF
PALO ALTO UTILITIES RATES AND CHARGES PERTAINING TO
DOMESTIC, COMMERCIAL, CUSTOMER-OWNED GENER~TION
AND STREET AND HIGHWAY LIGHTING RA'rES -----
The Council of the City of Palo Alto does RESOLVE as fol-
lows:
SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto
Municipal Code, Schedules E-1 (Domestic Electric Service), E-2
(Commercial Electric Service), E-3 (Customer-Owned Gen,?ration)
and E-4 (Street and Highway Lighting) of the Palo Al to Util i-
ties Rates and Charges hereby are amended to read as shown on
Sheets E-1-1, E-2-1, E-2-2, E-2-3, E-2-4, E-3-1, E-3-2, E-4-1,
E-4-2, E-4-3, and E-4-4, respectively, attached hereto and in~
corporated herein.
SECTION 2. Three mils ($.003) per kilowatt-hour for all
sales under Schedules E-1 and E-2, excluding sales of kilowatt
hours within b•1~ first rateblock shown on Schedule E-1 shall
be placed into a "Reserve for the Calaveras Project" which
shall be applied periodically or otherwise to the financial
obligations of t~e City ari.$ing from its participation in the
NCPA Calaveras Hydroelectric Project. This sum is separate and
apart from the one mil ( $. 001) per kilowatt-hour previously
authorized by the Council for the Reserve for System
Improvements.
SECTION 3. This Council finds that the revenue derived
from the authorized adjustments of said electric rates by the
City Manager shall be used only for the purposes set forth in
the Palo Al to City Charter, Article VII, Sect ion 2, entitled
"Public Utilities Revenue•. The adoption of this Resolution
is, therefore, specifically exempted under Public Resources
Code Section 21080(b)(8) from the requirements of CEQA.
SECTION 4. The foregoing changes shall become effective
July 1, 1983.

Solar Energy Discount:

Whenever the llK>nthly use of energy has exceeded 8,000 kilowatt-hours for
three consecutive months, a maxim1111 demand meter will be installed as
pr~mptly as is practicable and thereafter continued in service until the
monthly use of energy has fallen below 6,000 kilowatt-hours for twelve
consecutive months, whereupon, at the option of the City, it may be
removed. ·

The maximum demand in any month will be the maximum average power in
kilow~tts taken during any 15-m~nute interval in the month provided that in
case the load is intermittent or subject to violent fluctuations, the City
may use a 5-m1nute interval. A thermal-type demand meter which does not
reset after a definite time interval may ~e used at the City's option.
The billing demand to be used in computing charges under this schedule will
be the mean of the actual maximum demand in kilowatts for the current rronth
and the highest such demand occurring in the year ending with the current month,
Minimum Charge:
A minimum charge of $1.00 per l'll)nth will apply to all accounts.
Pr;mary Voltage Discount:
Where delivery hereunder is made at the same voltage as that of the line
from which the service is supplied, a discount of 4 percent for 11 kilovolts
or higher available line voltages and 3 percent for available line voltages
of from 2 kilovolts to 10 kilovolts wil1 be allowed provided the City is not
reQuired to supply service at a particular line voltage where it has, or will
insta11, amp1~ facilities for supplying at another vo1tage equa11y or better
suited to the customer's electrical requirements. The City retains the right
to change its line voltage at any t1me after providing reasonable advance
notice to any customer receiving a discount hereunder and affected by such
change. The customer then has the option to change his system so as to
receive service at the new line voltage or to accept service (without voltage
discount) through transformers to be supplied by the City subject to a
maximum KVA stze limitation.

Solar Energy Discount:
Upon approval by the City, a 10 percent discount will be applied to a
customer•s electric bill if such customer has installed a solar energy
system and met the following criteria: (1) The solar energy system is in
conformance with the City's performance and aesthetic standards; (2) The
solar energy system is designed to pr~~ide for 50 percent or more of the
residential domestic water heating or space h~ating requirements; and
(3) Appropriate City permits are acquired.
Power Factor:
At the City's option, VAR-hour metering, used for power factor calcu-
1 at ion, wil 1 be installed on the service of any new cocstomer whose
demand is expected to ~xceed 200 kilowatts and upon the service of any
existing customer whose demand has exceeded 200 kilowatts for three
consecutive months. The City may exercise the option of removing the
VAR-hour metering from the service of a customer whose demand has been
below 200 kilowatts for four consecutive Jll)nths.
When such power-factor metering is installed on a customer's service,
the total charge for any month 1 s electric service as computed on
Schedule E-2 shall be decreased or increased, respectively, by 0.2
percent for each one percent that the average power facto~ of the
customer's load during the month was greater or less than 90 percent,
such average power factor to be computed (to the nearest whole percent)
from the ratio of lagging kilovoltamphere hours to kilowatt hours
consumed during the month. This adjustment shall be applied to a
customer's bill prior to the application of the primary-voltage discount
clause. Any electric service char9e increase attributable to customer's
failure to achieve 90% of the average power factor is referred to herein
as the "power factor penalty."
Before installing VAR-hour metering on an existing customer's service,
the utility will measure the customer's power factor and notify the
customer of the result of the measurement.
The customer shall then be allowed 60 days to enter in a mutually agreed
upon factor correction program. The program shall be based on the
City's dollar estimate of the annual potential power factor penalty.
The customer shall agree to install power-factor corrective devices on

his system equivalent to the annual dollar value of the City•s estimate of
the power-factor penalty. This corrective program sha11 continue in effect
at the initial power-factor average up to a maximum of five (5) years, until
the customer's power-factor reaches 90 percent for six (6) consecutive
months. If the customer fails to achieve a 90 percent power fdctor for six
(6) consecutive months durin9 such five (5)-year period, the power factor
penalty ~hall then become effective on the customer billing. During the
time this agreement is in effect, the City shall not impose any other
power-factor penalty on the customer.
If the above agreement is not implemented, VAR-hour metering shall be
installed and the customer shall be billed in accordance with the above
provisions, including the power-factor penalty •

CUSTOMER-OWNED &ENERATIOfi

APPLICABILITY:
The following rates shall apply to customer-owned generating facilities.
Firm power shall be defined as power that can be exactly interchangeable
w1th the utility's current resources. Non-firm power shall be defined as
that power which is available to the utility on a random basis and no
schedule or control shall be available for such power.
Such determination shall be made by the utility after reviewing the
character of such power generated with respect to reliability, scheduling,
availability, terms and conditions, scheduled outages, system emergencies
and other factors which the utility shall deem relevant.

Adjustments shall be made to the quantity of power delivered tr the utility
to account for the effect of losses ~nd for administrative costs associated
with the facility.
Generation credit, as calculated under the rate above, will be applied to
the customer's monthly charge for electric service from the utility. The
utility shall provide payment to the customer in the event generation
credits are in excess of the monthly charge.

4. The utility reserves the right to establish a customer charge in order to
recover costs of certain facilities required to serve load for which the
utility 1s standing by. Such charges shall be specified in the service
contract with the customer.

SPECIAL CONDITIONS:
a. TyPe of Service: This schedule is applicable to series circuit and multiple
street lighting systems to which the r.ity ~ill deliver current at secondary
voltage. Unless otherwise agreed, multiple current will be delivered at
120/240 volts, three-wire, single-phase. In certain localities the Utility
may supply service from 120/208 volt star-connected poiyphase lines in place
of 240-volt service. Single phase service from 480-volt sources will be
available in certain areas at the option of the Utility when this type of
service is practical from the Utility's engineering standpoint. All currents and voltages stated heiein are nominal. reasonable variations being
permitted. New lights will normally be supplied as multiple syst-ems.
b. Po1nt of Delivery: Delivery will be made to the customer's system at a
point or at points mutually agreed upon. The City will furnish the service
connection to one point for each group of lamps, provided the customer has
arranged his system for the least prdcticable number of points of delivery.
All underground conntct1ons will be made by the customer or at the
customer's expense.
c. Switching: Switching will be performed by the City of Palo Alto {on the
City's side of points of delivery) and no charge will be made for switching
provided there are at least 10 kilowatts of lamp load on each circuit
separately switched. including all laJ11)S on the circuit whether served under
this schedule or not; otherwise. an extra charge of $2.50 per nonth will be
made for each circuit separately swf tched unless such switching install at ion
is made for the City's convenience or the customer furnishes the switching
fac11it1es and, if installed on the City's equipment, reimburses the C1ty
for installing and maintaining the111.
d. Annual Burning Schedule: The above rates apply to lamps which will be turned
on and off once each night fn accordance with a regular burning schedule
agreeable to the customer but not exceeding 4,100 hours per year for all-
nfght service and 2,050 hours per year for midnight service.
e. Maintenance: The rates under Class C include all labor necessary for
replacement of glassware and for inspection and cleaning of the same.
Maintenance of glassware by the City 1s 1fm1ted to standard glassware such
as 1s conmonly used and manufactured in reasonably large quantities. A
suitable charge will be made for maintenance of ~lassware of a type
entailing unusual expense. U~der Class C, the rates include maintenance of

City may declfne to grant Class C rates. Class C rates applied to any agency other than the C1ty of Palo Alto also ;nclude painting of posts with
Qne coat of good ordfnary paint as required to mafnta1n good appearance but
do not include replacement of posts broken by traffic accidents or
otherwise.
f. MultilatnJ:l Elettroliers: The above charges are made on per-lamp basis. For
posts supporting one or more lamps, where the l~s are less than nine feet
apart, the above charges for Class C will be reduced by 6 percent
computed to the nearest whole cent, for all l~s other than the first one.
g. Ooeratfng Schedules Other Than A11-N1oht and Midniaht: Rates for regular
operat1n9 schedules other than all·n1ght aoo m1dn1ght "ill be the midnight
rates plus or minus one-eleventh of the difference between the midnight and
the all-night rate, computed to the nearest whole cent, for each half hour
per night more or less thin midnight service. This a!.ljustment will apply
only to lamps on regular operat1ng schedules which do not exceed 4,500 hours
per year.

Street light Lamps, Standard and Nonstandard Ratings: The rates for
incandescent lamps under Class A are app11ca61e for service to regular
street l•Jnps only and must be increased by 6 percent, computed to the
nearest whole cent, for servfce to group-replacement street lamps. The
rates under Class C are applicable to both regular and group-replacement
street lamps.
Continuous Operation: The rate for continuous 24-hour operatfon under Class
A service will be twice the all-night r~te.

with the specific lamp size. This fnter1m rate will serve as the effectfve
rate for bf 111ng purposes until the new lamp rating is added to Schedule
E-4 •
