RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE COMPENSATION PLAN FOR CLASSIFIED
PERSONNEL (SEIU) ADOPTED BY RESOLUTION NO. 6032
AND AMENDED BY RESOLUTION NO. 6068
The Council of the City of Palo Alto does RESOLVE as f~llows:
SECTION 1. Pursuant to the provisions of Section 12 of Atticle
III of the Charter of the City of Palo Alto, the Compensation Plan
adopted by Resoluti ion No. 6032 and amended by Resolution No. 6068
hereby is amended effective Ap~il 30, 1983.
SECTION 2. The Compensation Plan as adopted by Resolution No.
6032 and as amended by Resolution No. 6068 hcr.eby is amended as set
forth in Exhibit RAN attached hereto and incotporated herein by refer-
ence.
SECTION 3. Except as a..1ended herein, all of the terms and pro-
v is ions of Resolution No. 6032 as amended by Resolution No. 6068 shall
remain in full force and effect.
SECTION 4. The Council finds that this is not a project under the
California Environmental Quality Act andr therefore, no environmental
lmpact assessment is necessary.

COMPENSATION PLAN FOR THE CITY OF PALO AlTO-
Class1fied Personnel
SECTION I. SALARY
A. Salary Range Table
Personnel covered by this plan shall receive compensation within the salary
ranges set forth in the Salary Range Tables that follow Section II. The
salary range for each position classification title and number is expressed
in bi-weekly and/or hourly rates along with the approximate monthly and/or
annual equivalent.
B. Establistrnent of Salary
The City Manager is authorized to make appointments to or advancements within
the prescribed ranges upon evaluation of employee qualification and per-
fonnance.
1. Step Increases
Merit advancements from the first sal4ry step to the second salary step
shall be granted at six-month 1ntervals and between the second and
subsequent steps at one .. year intervals if the affected employee has
demonstrated continued improvement and eff1c1ent and effective service.
For the purpose of detennfnfng step time requirements, tfme will com-
mence on the first day of the month coinciding •'ith or following entrance
onto a salary step. Step increases shall be effective on the first day
of the payroll per1od 1n which the t1JRe and performance requirements
have been met.
2. In the event th~t a dow~rd adjustment of a salary range indicates a
reductfon fn the es~blis~ed salary of an individual employee, the City
Manager may, ff c·irc1111Stances warrant. continue the salary for such
employee 1n an amount 1n excess of the revised range maxfDIR for a
reasonable eer1od of t1.ie. Such interim salary rates sha11 be defined
as "Y Rates • .
SECTION ti. SPECIAL CQ'1PENSATION
Personnel covered by this compensatton plan, in addition to the salary set forth in
Section 1 above, may receive specfal compensation -u follows. Elfgib11fty shall b~
1n confonnance with the Merit Rules and Regulations and A<h1n1strative Directives
issued by the Cfty Manager for the purposes of clarification and interpretation.
A. Annual Adjustment
Annually, each aqployee who holds a regular full-time appointment fn the
mun1c1pal service on or before July first and cont1nues in such status
through the first pay period 1n December shall receive, in addition to
the salary prescribed herein, a salary adjustment equal to one percent
(11) of the employee's current annual salary; or at the employee's option

and ~ubject to management app!"Ova1, 24 hours paid leave to be used prior
to the Janijary 31 following. Annual adjustment or time off shall be
prorated to reflect appo1ntment from January 1 through July 1 of the
curren~ year, or interrupted service during the year.
B. Overtime, Working Out of Class1f1catjon, and In-Lieu Holiday Pa,y
Compensation for overtime work. working out of classification and scheduled
work on paid holidays shall be in confonnance with the Merit Rules and
Regulations and Adm1n1strative Directives.
C. Standby Pay, Call-Out Pqy
1. Standby Compensation
Employees perfonn1ng standby duty shall be compensated at the rates
established below:

f.mpl~yees not otherwise excluded fran receiving overtime pay who are called out to perfonn work shall be contpensated for at least two hours' p~ for each occurrence at the appropriate overtime rate. This provi-
sfon does not apply to anployees called out to work while earning pay
for being 1n a standby stetus.
D. Night Shift Presn1um
An additional 70t per hour night sh1ft premium shall be paid to employees
for work perfonned between 6:00 P.M. and 8:00 A.M. A minimum of two hours
must be worked between 6:00 P.M. and 8:00 A.H. to qualify for the premium.
Employees who regularly work night shifts shall receive appropriate night
shtft prem1&.lllS, relating to night sh1ft hours worked. in addition to base
pa,y for holidays, sick leave and vacation.
E. Unjfonn Allowance
All employees for whom uniforms are not provided but who •re required to we~r spec1f1c clothing in the perfonnance of their jobs shall reteive
two hundnKi dollars ($200) per year uniform allowance. This section shall
tnclude. but not be 11m1ted to, An1mal Shelter and foothills Park employees.
All uniform allowances shall be pa1d b1Mweekly.

F. Tool Allowance
1. Effective with the pay per1od that includes May 1, 1983t mechanics
in Equipment Maintenance shall be paid a tool allowance of $275 per
year.
2. All tool allowances shall be p~id bi-weekly.
· G. Group Insurance
l. Heal th Plan
The City shall pay all premium payments on behalf of employees who are
eligible for coverage under the health plans as described in Subsection
(a) and (b). Any premium rate increases will be adjusted according to
provisions of the current Memorandum of Agreement. The following
options will exist:
{a) Employee and dependent coverage under the existing Kaiser Health
Plan S contract, 1nc1ud1ng the Drug Plan III option.
{b) f.Jnployee and dependent coverage under the existing City of Palo
Alto Employees' Health Plan with major medical max1mum of
$250,000.
2. Retired Employe~s
The City shall, upon submittal of evidence of pa,ymentt reimburse up
to $90 per quarter of P1ed1cal plan premiums on behalf of classiffed
un1t employees who retire from the City under service or disability
retirements after Aprfl 1, 1978. The retiree may select any medical
plan. The plan may cover el1g1ble dependents as defined under the
C1ty Employees' Health Plan. No reimbursement w111 be made for plans
providing benefits other than medical and health benefits.
3. Dental Plan
The C1ty shall pay all premium payments on behalf of employees, and
dependents of anployees, who are eligible for coverage under the City's
self-insured dental insurance plan.
The City shall ass1Re any premium rate increase 1n existing employee
and dependent d~ntal cover.ge.
4. Basic Life Insurance
The City shall cont1nue the basic life insurance plan as currently in
effect for the term of thf s c0ntpensation plan.
5. Long Tenn Dfsabilit.Y lnsur!nce
The Cfty shall cont1nue the long tenn d1sab111ty insurance plan cur-
rently in effect for t~e tenn of this compensat1on plan. Employee

coverage is subject to a voluntary payroll deduction of the insurance
prem11.1n applicable to the first $2000 of 1n0nthly salary for Plan B or
the first $1800 of monthly salary for Plan A; the City wi~l pay
premiums 1n excess thereof. The City will pay up to $17.50 per month
of premium for those anployees trithout eligible dependents covered
under the health 1nsurance.
H. Parking
The City shall provide all classified employees with parking priv;leges
in the Civic Center garage at no cost to such enployees.
