RESOLUTION Of' THE COUNCIL OF THE CITY OF PALO ALTO
AOC-PTING A CC»IPENSATION PLAN FOR POLICE NON-MANAGEMENT

The Council of the City of Palo Alto does RESOLVE as follows:
SBC:TIOll 1. Put'suant to the provisions of Section 12 of Article
Ill oy-'i'6e Chartet of the City of Palo Altot the Compensation ~lan, as
set for;th in !zhibit •A• attached hereto and made a part hereof by
reference, hereby is adopted for police non-mana9ement personnel
effective the pay period includinq July 1, 1982.
SECTION 2. The Compensation Plan adopted he~eby shall be adminis-
tered 6Y the City Manager in accordance with the Merit Systc• Rules and
Requlations.

COMPENSATION PLAN FOR THE CITY OF PALO ALTO
POLICE PERSONNEL
SECTION I. SALARY
A. Salary Range Tables
Personnel covered by this plan shall receive compensation within
the salary ranges set forth in the Salary Range Tables that follow
Section IL The salary range for e.ach position classification
title and number is expressed in bi-weekly and/or hourly rates
along with the approximate monthly and/or annual equivalent ..
B. Establishment of Salary
The City Manager is authorized to make appointments to or advance-
ments within the prescribed ranges upon evaluation of employee
qualification and performance.
For the purpose of determining step time requirements for merit
advancement, time will commence on the first day of the mont:1 coin-
ciding with or following entrance onto a salary step. Step
increases shall be effective on the first day of the payroll period
in which the timl'.'. and performance requirements have been met. The
City Manager, in recognition of unusual circumstances or extra-
ordinary performance, may authorize special merit advancement.
tn the event that a downward adjustment of a salary range indicates
a reduction in the established salary of an individual employee,
the City Manager may, if circumstances warrant, continue the salary
for such employee in an amount in excess of the revised range maxi-
mum for a reasonable period cf time.. Such interim salar~{ rates
shall be defined as nY-ratesw.
1. Effective beginning July 1, 1982, a salary increase of 9.8%
will b~ applied to the salary ranges of the following classi-
fications: Police Officer, Police Agent, and Police Sergeant
E-Step hourly maximums will be as follows:

follows. Eligibility shall be in conformance with the Merit Rules and
Regulations and Administrative Directives issued by the City Mandger
for the purpos~s of clarification and int@rpretation.
A. ~nnual Adju_!.tment
Annu~lly, ~~ch e~ploy~e vho holds a re9ular full-time appointm~nt
in the.-"-Unicipal service-on or b~fore July first and continues in
such status throu9h the first day of Pay Period No. 25 {in D~c~mber
shall receiv~, in addition to the salary prescribed herein, a
~alary adjustment equal to one percent of the employee's current
annual salary. Annual adjust•~nt shall be prorated to reflect
appointM~nt fro~ Janu~ry ! th~ough July l of the current year, or
interrupted service durinq the year.
B. Overtiae and In-Li•u Holiday Pax
Compensation for overtie~ 1'!'0r.k and scheduled work on paid holidays
shall be in conforaance with the Merit Rules and Re<Julations and
Administrative Directives. Coepensatory time off which is approv~d
by mana9eaent in lieu of ov~rtime pay•~nt on a staffing available
basis will be taken at th~ rate of l 1/2 hours for ev&ry hour of
credited overtiae.
c. Wor~ing Out of Clasaif.!cation
Within each biweekly pa.y period, after on~ shift in a hi9her clas-
sification has been workedr e•ployees shall receive ~ seven perc~nt
premiu~ fo~ all additional shifts worked out Qf classification.

D. Night Shift Differential
Night shift differential shall be paid at the rate ot 5t to repre-
sented classes for all hours vorked betw~en 6:00 p.~. and 8:00 a.m.
Vacation pay for &•ployees who regularly work night ahifts shall
include appropriate night shift premium£, r&latinq to night shift
hour~ re9ularly worked.

E. Parking in Civic Center Garage
Employees in represented classes shall be entitled to free park-
ing in the Civic Center Garage.
F. Personal Development Program
Pursuant to administrative rules governing eligibility and qualifi-
tion the following may be granted to sworn police personnel:
P.O.S.T. Intermediate Certificate: 5% above base salary
P.O.S.T. Advanced Certificate: 1 1/2% above base salary
G. Tuition Reimbursement
The City will reimburse expenses incucred under the Tuition Reim-
bursement Program to a maximum of $800 per fiscal year.
H. Police Reserves
Annual maximum uniform allowance per member $300
Regular Duty: $10.84/hour (effective 7-1-82)
I. Court Appearances
Sworn Police Personnel appearing in court for the People shall be
compensated as follows:

J. Group Insurance
The City will pay the following amounts of premium on behalf of
personnel who are eligible for coverage under various group
insurance plans arranged by the City.
l. Health Insurance
lOOt of medical premium payments for employee and dependent
medical c~vera9e.
2c Oental Insurance
The City shall pay all premium payments or equivalent self-
insured program charges on behalf of employees and dependents
who are eligible and enrolled for coverage under the existing
dental plan.
3. Life Insurance
Basic Life Insurance (per

K. Retirement Medical Plan

The City shall, upon submittal of evidence of payment, reimburse up
to $90 per quarter of medical plan premiums on behalf of representa
tion unit employees who retire from the City under service or disa-
bility retirements after April 1, 1978. The retiree may select any
pl~n. The plan mar cover eligible dependents as defined under the
City Employees• Health Plan. No reimbursements will be made for
plans providinq benefits other than medical and health benefits.
L. Uniform Purchase Plan
Uniforms and safety equipment will be provided in accordance with
Administrative Directives.
M. Retirement
Effective July 1, 1~83 through June 30, 1984, the City shall pay
seven percent (7/9ths) of the emplovee's nine percent Public
Employees' Retirement System contribution costs.
