RESOLUTION OF THE COUNCIL OF TBE CITY OF PALO ALTO
RECOMME~DING AMENDMENT OF THE TERMAN SPECIFIC PLAN
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Page 51, Paraqraph 3, --Paqe 52 IV., of the Terman
Specific Plan °is to be amended as follows:
The conduct of three separate uses on the si.te
( comrnuni ty center, multiple family residences, and
open space) will necessitate a subdivision of the
land. The portion of the property leased to the
JCC will be separated from the rest cf the site for
purposes of establishiny a lease area, although the
City will retain control over the land. The resi-
dential area of the site will likewise have to be
subdivided from the remainder of the site prior to
construction. After subdivision and changes of the
land use designation, the next step is a zone
change. It should be noted that the City• s zoning
map will only need to be changed to show the hous-
ing portion of the site as RM-3, •moderate density
multiple family residence district.• The remainder
of the site is now zoned and shall remain P-F,
public facilities. The P-F zone is the appropriate
zone designation for both the JCC "major institu-
tion/special facilities• and the city parklands.
The PF zone, however, places restrictions on site
coverage (30% building coverage) and setbacks be-
tween buildings and property lines. These restric-
tions shall be waived for existing buildings
(Classroom Wings 20-70, Gym, Music Building and
Cafetorium) when parcel lines are redrawn during
subdivision of the site. New construction shall
conform to all site developme~t restrictions of the
P-F zone. State law now permits comprehensive Plan
and zoning map changes to proceed concurrently at
one set of hearings, where the purpose of the
change is to provide affordable housing.
The following, then, need to occur:
a) This Specific Plan is adopted, includinq
its land use map.
b) The City acquires control of the 21.57
acres.
c) The site is subdivided into separate
parcels for the three uses.
d) The land use designation of the 21.57
acres is chan~ed on the Comprehensive
Plan land use map frona •school district
lands• to •major institution/special
facilities .. , •public parks•, and •multi-
ple fa•ily residential•.
e) The 4.l to 4.35 acres designated as •mul-
tiple family r~sidentiat• on the land use
~ap is chanqed ~~ the zoninq map from P-F
(public facilit1~s) to RM-3 (moderate
density ~ultiple-family residential}.
Steps d J and e) above can occur at the sa111e
