RESOLUTION NO. 5980
R::SOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
CALLING A SPECIAL ELECTION FOR TUESDAY, MARCH 30,
1982, FOR SUBMITTAL OF AN INITIATIVE PETITION TO
THE ELECTORATE REGARDING THE PROPOSED ORDINANCE FOR
CHANGING THE ZONING OF CERTAIN PARCELS OF LAND NEAR
CALIFORNIA AVENUE AND PARK BOULEVARD AND TO MAKE A
CORRESPONDING CHANGE IN THE COMPREHENSIVE PLAN LAND
USE MAP, AND REQUESTING THE SERVICES OF THE REGISTRAR
OF VOTERS FOR SAID ELECTION
WHEREAS, an initiative petition has been presented to this Council
in accordance with the requirements of Article VI, Section 2 of the
Palo Al to Charter and a request has been made on the petition for a
special election; and
WHEREAS, this Council has concluded that it wishes to submit said
initiative-to the electorate of the City of Palo Al to for
consideration; and
WHEREAS, Section 22003 of the Elections Code empowers this Council
to request the assistance of the County Registrar of Voters to provide
election services to City:
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as fol lows:
SECTION 1. A special election is hereby called for the City of
Palo Alto to be held on Tuesday, March 30, 1982, for submittal cf the
initiative measure, attached hereto as Exhibit "A" and incorporated
herein by reference, to the electorate. The City Clerk ~s directed to
do all things required by law to effectuate such election.
SECTION 2. Pursuant to the authority of the Charter of the City
of Palo Alto, the City Council submits the following measure for an
initiative action to the electorate:
CITY OF PALO ALTO MEASURE A
Shall an ordinance be enacted which would amend
Section 18.08.040 of the Palo Alto Municipal Code
(The Zoning Map) to change the classification of
certain properties near California Avenue and Park
Boulevard from CC (Community Commercial} to RM-3
(Moderate Density Multiple-Family Residence Dis-
trict) and which would amend the Palo Alto Compre-
hensive Plan Land Use Map to change the classif ica-
t ion of these same properties from Regional/Com-
muni ty Commercial to Multiple Family Residential?

If a majority of the qualified voters voting on such measure shall
vote in favor of City of Palo Al to Measure A, it shall be deemed
adp{ted and Palo Alto Municipal Code Section 18.08.040 will be amended
as follows:
"That portion of CC (Community Conunercial District)
hereinafter described is hereby changed to RM-3
(Moderate Density Multiple Family Residence Dis-
trict) and zoned in accordance therewith, including
all properties as delineated on a inap attached
hereto and incorporated herein by reference.
"The Zoning Map is amended in accordance with the
provisions of this section, and the district bound-
aries are so designated.M

and the Palo Al to Comprehensive Plan Land Use Map w i 11 be amended as
fol lows:

hereinafter described is hereby changed to Multiple
Family Residential including all properties as de-
1 ineated on the map attached hereto and i ncorpo-
rated herein by reference.
"The Com?rehensive Plan Land Use Map is amended in
accordance with the provisions of this s~ction, and
the land use boundaries are so designated."
SECTION 3. Pursuant to Section 22003 of the California Elections
Code, the Council of the City of Palo Alto hereby requests the Board of
Supervisors of Santa Clara County to permit the Registrar of Voters to
render services to the City of Palo Al to relating to the condur-t of
said City's special election which is called to be held March 30, 1982.
The services shall be of the type normally performed by the Registrar
of Voters in assisting the Clerks of the municipalities in the conduct
of elect ions including, but not 1 imi ted to, checking registrations,
mailing ballots, hiring election officers, arranging for polling
places, and providing and distributing election supplies. Subject to
the approval of the Board of Supervisors of Santa Clara County of the
foregoing requests, the City Clerk is hereby authorized to engage the
services of the Registrar of Voters to aid in the conduct of said elec-
tion and the City Controller is authorized and directed to pay the cost
of said services; provided that no payment shall be for services for
which the Registrar of Voters is otherwise required by law to perform.
The City Cl~rk is directed to submit a certified copy of this resolu-
tion to the Board of Supervisors of the County of Santa Clara.
SECTION 4. The Council of the City of Palo Alto finds that this
is not a pro]ect under the California Environmental Quality Act and,
therefore, no environmental impact assessment is necessary.
SECTION 5. This resolution shall be effective immediately in that
it relates to elections~
